Recommended Action
Adopt a resolution replacing the Airport Noise Abatement Task Force (NATF) and replacing it with an Airport Noise Abatement Working Group (Working Group) at the St. Pete-Clearwater International Airport (PIE).
• Replace the NATF with a Working Group.
• Continue to maintain an open forum of communication with surrounding communities affected by aircraft noise.
• Continue to inform the public on existing noise management policies and measures established to reduce aircraft noise and encourage air carrier compliance with existing Noise Abatement Procedures (NAP), as well as promote the Voluntary Quiet Window.
• Although some aircraft noise is inevitable, PIE management has put NAPs in place to reduce noise effects on Pinellas County residents.
• This resolution, by itself, has no fiscal impact. Funding for the noise abatement related costs is included in the Fiscal Year 2025 Adopted Budget in the Airport Revenue and Operating Fund.Body

Summary
Approval of the Resolution creating an Airport Noise Abatement Working Group will continue efforts to address aircraft noise issues and make aircraft noise issue recommendations to the County Administrator.
The Working Group will consist of nine local citizen/members as deemed appropriate by the County Administrator and seven non-elected advisory members consisting of aviation industry and military representatives. The Working Group shall meet twice per year and be staffed by a member of the Airport Director’s Office. The County Administrator will submit meeting minutes to the Board of County Commissioners (Board) detailing the Working Group’s activities.
The Working Group’s mission will be to continually strive toward a successful working relationship with parties affected by or concerned with airport noise related issues.

Background Information:
On August 20, 2002, the Board instructed the County Administrator to create an Aircraft NATF to assess concerns and educate the community on air traffic patterns, flight routes and arrival/departure procedures, and to explore alternative methods of reducing aircraft noise and impacts on residential neighborhoods surrounding PIE.
The Task Force has been instrumental in helping Airport staff and the County Administrator develop the Fly Friendly program and alternative approaches to PIE that have reduced noise.
However, due to the requirements put in place in 2002 regarding the large number of members required (17 to 22 members), logistics of the meetings, and attendance, PIE has determined it would be advantageous to replace the Task Force with a Working Group, which will allow more effective and focused recommendations to the County Administrator.
Fiscal Impact:
This resolution, by itself, has no fiscal impact. Funding for noise abatement related costs is included in the FY25 Adopted Budget in the Airport Revenue and Operating Fund.
The annual amount expected to be spent on the Resolution is approximately the same as has been spent in most recent years.
