Approval and execution by the County Administrator of Change Order No. 1 Final with Preferred Materials, Inc. for the Fiscal Year 2023-2025 Countywide Pavement Preservation.
• This work order contract consists of milling and resurfacing, pavement marking, detector loops and traffic control required to complete various arterial, collector and local group projects.
• The project was substantially complete on November 13, 2024, and obtained final completion on July 9, 2025. Representatives of the Public Works Construction Management Division conducted final inspections of the project for all work performed under the contract.
• Final quantities have been tabulated, resulting in a net decrease of ($1,096,015.10).
• Funding for this agreement is reflected in the FY25 Capital Budget, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A, funded by the Penny for Pinellas, and the Transportation Millage Capital Resurfacing Program Project 005700A, funded by the Transportation Millage.
Contract No. 23-0137-ITB-C, PID No. 005613A; decrease the amount of ($1,096,015.10) for a revised total not to exceed $22,007,479.30.

The project was substantially complete on November 13, 2024, and obtained final completion on July 9, 2025. Representatives of the Public Works Construction Management Division conducted final inspections of the project for all work performed under the contract. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration required to complete the walk-through inspection with project stakeholders, complete punch list items, conduct final testing, project acceptance, and receipt of the final invoice. Final quantities have been tabulated, resulting in a net decrease of ($1,096,015.10). This is the difference between estimated and final quantities and also balance of unspecified work not used.
