Approval of the Alcohol and Drug Abuse Trust Fund (Trust Fund) service funding agreement with seven agencies in accordance with the recommendations of the Substance Abuse Advisory Board.
• The Trust Fund provides funding to non-profit agencies for non-recurring expenditures such as equipment or renovations.
• Annual funding is available through assessments of court fees for alcohol-and drug-related charges.
• The Fiscal Year 2020 Trust Fund provides $53,000.00 in funding to seven non-profit agencies serving Pinellas County.

Summary:
Trust Fund awards are disbursed annually to recipients who are licensed as substance abuse treatment providers with the Florida Department of Children and Families.
The County holds a competitive process to solicit applications for the Trust Fund. Applications are reviewed and selected for funding by the SAAB. Funds must be used for non-recurring expenditures such as equipment, special projects, training, renovations, and formalized prevention activities.
The Substance Abuse Advisory Board (SAAB) is the appointed oversight committee for the Trust Fund. The SAAB has reviewed all requests for funding and recommended the following projects at their May 10, 2018 meeting, totaling $53,000.00:
Boley Centers LEAP Walkway Refurbishment $8,000.00
Family Resources Safe Connections Furniture $8,000.00
Gulf Coast JFCS HVAC Unit Replacement $10,000.00
Operation PAR Largo Roof Replacement $8,550.00
PEMHS Anti-Ligature Door Locks $3,450.00
Suncoast Center Vehicle Replacement $10,000.00
Westcare Mustard Seed Inn Lockers $5,000.00
Background/Explanation:
Funding for the Trust Fund is generated from $15.00 court fees as defined in Chapters 938.23 and 893.165 of the Florida Statutes.
Fiscal Impact:
Funding in an amount not to exceed $53,000 has been included in the FY20 Proposed Budget for this purpose.
