Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Land Use Restriction and Subrecipient Agreement (Agreement) with Homeless Emergency Project, Inc. d/b/a Homeless Empowerment Program (HEP), for CDBG funded facility improvements.
• This Agreement, CD24HEP2, provides CDBG funding not to exceed $108,031.81, for facility improvements including roof, siding, window, door, and stairwell replacement, and site preparation, landscaping, irrigation, and crawlspace ventilation at HEP’s Family Transition Program Shelter.
• The Agreement is effective for eight (8) months, from April 1, 2026, to December 31, 2026. Use of the property is restricted to providing services to homeless individuals until January 1, 2037.
• HEP’s Family Transition Program Shelter, located at 1277 Otis C. Green Drive, Clearwater, FL 33755, serves approximately 125 homeless individuals.
• This Agreement makes available the remaining unexpended funds from Agreement CD24HEP, as amended, which expired on March 31, 2026, before HEP could complete the project.
• The County received $2,338,964.00 in CDBG funds to support neighborhood improvements, decent housing, and expanded economic opportunities, with a focus on serving low- and moderate-income persons.
• Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 24-46.
• Funding for this agreement is included in the County’s Fiscal Year 2026 (FY26) Adopted Budget for CDBG funds within Housing and Community Development.

Summary:
At the July 30, 2024, Board of County Commissioners (Board) meeting, the Board approved agenda item #43 (Granicus #24-1067A), Resolution No. 24-46, approving Fiscal Year 2024 (FY24) Annual Action Plan. Included as an attachment in the approved Action Plan is the FY24 Funding Recommendations table which identifies each specific project, subrecipient, and funding award amount.
One of the projects approved by the Board to be carried out under the County’s Annual Action Plan for FY24 was funding for HEP’s Family Transition Shelter Rehabilitation. The Agreement provides funding for costs associated with facility improvements including replacing the roof, siding, windows, doors, and stairwell and site preparation, landscaping, irrigation and crawlspace ventilation at HEP’s Family Transition Program Shelter, located at 1277 Otis C. Green Drive, Clearwater, FL 33755.
Agreement, CD24HEP2, is effective for eight (8) months, from April 1, 2026, to December 31, 2026. Use of the property is restricted to providing services to the homeless through January 1, 2037.
This Agreement will allow HEP to continue the project originally funded under Agreement CD24HEP, executed by the County Administrator on December 13, 2024, which expired before the work could be completed. Agreement CD24HEP provided $140,500.00 in CDBG funding for the project, of which HEP has expended $32,468.19. Agreement CD24HEP2 makes the remaining $108,031.81 available so HEP can complete the project.
Background/Explanation:
On December 13, 2024, the County executed CDBG Agreement CD24HEP to provide $140,500.00 in CDBG funding to HEP for facility improvements, including replacing the roof, siding, windows, doors, and stairwell, and site preparation, landscaping, irrigation and crawlspace ventilation at HEP’s Family Transition Program Shelter. Due to delays in the permitting process during the commencement of the rehabilitation project, the project was delayed.
On July 30, 2025, the First Amendment to CD24HEP extended the term of the Agreement six (6) months to March 31, 2026, and extended the Restricted Period six (6) months to April 1, 2036.
The project continued to experience delays, and Agreement CD24HEP, as amended, expired before HEP could complete the project.
Fiscal Impact:
The total amount of funding for this Agreement is not to exceed $108,031.81 during the term of the Agreement. Funding for this Agreement is included in the County’s FY26 Adopted Budget for CDBG funds within HCD.
