Approval and execution by the County Administrator of the Grant Agreement with the Florida Department of Environmental Protection (FDEP) for Title V Air Pollution Control services.
• This action provides $55,068.31 in funding for Fiscal Years (FY) 2022 and FY 2023.
• County match is not required.
• The contract with FDEP is renewed everyone one to two years allowing the County to act on FDEP’s behalf to perform Title V services.

Summary:
This action provides $55,068.31 in funding assistance to support the existing Title V Air Program. The Grant Agreement allows the county to act on behalf of the FDEP in performing activities related to eight (8) major sources of air pollution referred to as Title V Major Sources. The Agreement also provides a mechanism for 100% reimbursement. The County will perform Title V activities consisting of full compliance inspections and evaluations and review of reports for stack tests, visible emissions and continuous monitoring.
Background/Explanation:
Funding from the FDEP is provided to the County for implementing Title V major stationary source regulatory control programs for the two-year project period from July 1, 2021 to June 30, 2023.
Fiscal Impact:
This agreement provides $55,068.31 in funding for the project period July 1, 2021 to June 30, 2023, estimated at $6,771.89 for FY 2021, $27,310.86 for FY 2022, and $20,985.56 for FY 2023. A County funding match is not required. Costs are 100% reimbursable. The revenue and associated expenditures are both included in the General Fund of the Public Works Department of Environmental Management Division in the FY 2021 Adopted Budget and FY 2022 Tentative Budget.
