Approval and execution by the County Administrator of the Preliminary Engineering Agreement with CSX Transportation, Inc. (CSXT) for design services of Joe’s Creek Restoration and Greenway Trail.

                     County requested CSXT proceed with engineering and/or design services to facilitate project.

                     Project to be constructed at no cost to CSXT under a separate construction agreement.

                     CSXT estimated total reimbursable expenses for the design phase of the project are $25,985.00.

                     Funding for the agreement is budget in the Capital Improvement Plan, under 004116A Joe’s Creek Restoration and Greenway Trail, funded by the Penny for Pinellas. Body

Summary:

The purpose of this Agreement is for CSXT to provide design and engineering services for improvements to Joe’s Creek and Greenway Trail. Services provided include review of various engineering documents and attendance by CSXT representatives at project meetings. Provided CSXT agrees to proceed to construction, this may result in increased costs.

The County will reimburse CSXT for all costs and expenses incurred in connection with engineering work, including all out of pocket expenses, travel and lodging expenses, telephone, facsimile, mailing expenses, costs for equipment, tools, materials and supplies, sums paid to consultants and subcontractors, and labor, together with labor overhead percentages established by CSXT pursuant to applicable law. CSXT has estimated the total reimbursable expenses for the project to be approximately $25,985.00.

 

Background/Explanation:

The Joe’s Creek watershed is a 9,256-acre drainage basin located in the south-central portion of Pinellas County. The watershed receives large amounts of untreated stormwater runoff that has caused the creek to be impaired for nutrients, biologic indicators, and fecal coliform. The project area consists of commercial, industrial and underserved residential areas that experience localized flooding, including the Lealman Community Redevelopment Agency.

The project will provide the design for green and grey infrastructure improvements that will mitigate flooding and improve water quality. Design for the Joe’s Creek Greenway Trail, a multi-modal transportation corridor, will also be provided. The trail will improve transportation connectivity as well as offer recreational and aesthetic amenities to the community.

Part of the improvements proposed for the trail are below an existing CSX rail crossing. Since the crossing is part of CSX ROW, CSX will be involved in the design and review of documents relating to the proposed channel improvements and trail.

 

Fiscal Impact:

Cost of entering into this agreement for services performed by CSXT for the design phase is $ 25,985.00, payable in full to CSXT prior to work commencing. Funding for the agreement is budget in the Capital Improvement Plan, under 004116A Joe’s Creek Restoration and Greenway Trail, funded by the Penny for Pinellas.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
