Approval of the ranking of four firms for engineering, planning, and environmental services for the Klosterman Bayou Watershed Management Plan and award of Agreement with the top ranked firm Applied Sciences Consulting, Inc.

 

                     This contract is for professional engineering services to develop an updated watershed management plan for the Klosterman Bayou Watershed.

                     The project is critical for determining and prioritizing capital improvement projects for the respective watershed.

                     The award recommendation is to the number one ranked firm Applied Sciences Consulting, Inc. per the Consultants Competitive Negotiation Act in the amount of $349,946.00.

                     Southwest Florida Water Management District and the City of Tarpon Springs will be contributing $149,973.00 and $16,055.59, respectively for the work. The balance of $133,971.41 will be paid by the County from the Stormwater Fund.

                     Applied Sciences Consulting Inc. and both of their subconsultants are Small Business Enterprise certified for engineering, planning, and environmental services for 100% of the total award amount.

 

Contract No. 190-0353-NC (SS), in the amount of $349,946.00. The Klosterman Bayou Watershed Management Plan is expected to be completed within thirty-six consecutive calendar months from the issuance of the notice to proceed. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The contract is for professional engineering services to develop the Klosterman Bayou WMP. The WMP will be used as a tool in the planning, regulation, and management of the watersheds for future development. This project will be critical for determining and prioritizing capital improvement projects for the watershed as well as determining floodplains. The County will seek reimbursement from cooperators SWFWMD and the City of Tarpon Springs, as outlined in the fiscal impact section.

The firms in order of ranking are attached on the ranking spreadsheet.

Background Information:

There has been no formal Watershed Management completed for Klosterman Bayou watershed. Klosterman Bayou watershed is generally located in the north west region of Pinellas County with an area of approximately 3.2 square miles, 10.71% of that area is under the jurisdiction of the City of Tarpon Springs, and the remainder of the watershed is unincorporated County. Klosterman Bayou abuts 6 other watersheds: Lake Tarpon to the west, Sutherland and Smith Bayou towards the south, Anclote and St. Joseph sound to the north and Clearwater harbor to the east. The WMP will be developed in general accordance with SWFWMD guidelines and specifications.

The final negotiated agreement includes a not-to exceed amount of $349,946.00, inclusive of $299,946.00 for basic design services and $50,000.00 for owner contingency services. The County may seek reimbursement from SWFWMD for contingency funds utilized, if applicable.

A Request for Qualifications (RFQ) to comply with CCNA, per Florida Statute 287.055, was released on May 26, 2020; the negotiation and scoping process concluded June 2021.

The contract includes negotiated fully burdened hourly rates, including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

Funding for this project is derived from collaborative partnerships with SWFWMD and the City of Tarpon Springs. Funding from SWFWMD and the City of Tarpon Springs will be provided on a reimbursement basis.

 

The County’s share is derived from the Surface Water Utility Fund.
