Approval and execution by the County Administrator of Change Order No. 4 to extend Job Order Contract (JOC) time with Caladesi Construction Co., PCL Construction, Inc., and TLC Diversified, Inc. for water and wastewater plant repair, maintenance, minor construction, and underground utilities.
• This contract provides, on an as-needed basis, JOC services for the installation and repair of utility piping systems, including industrial mechanical construction and repair of water and wastewater treatment and pumping facilities.
• The County is procuring a new contract for these services.
• Change Order No. 4 extends the contract four months to July 3, 2021 to allow time for the new contract to be awarded.
• The Board of County Commissioners (BCC) awarded this contract on January 26, 2016 in the amount of $20,000,000.00.
o Change Orders No. 1 and 2 were approved by the County Administrator in 2016 to correct insurance requirements and a missing provision in the contract;
o Change Order No. 3 was approved by the BCC on April 7, 2020 to add 1,000,000.00 to each contract for a total addition of $3,000,000.00 to the contract.
• Change Order No. 4 requires no additional funding for the extension period.

The BCC awarded this contract on January 26, 2016 in the amount of $20,000,000.00; Change Order No. 1 was approved by the County Administrator on April 1, 2016 to correct insurance requirements; Change Order No. 2 was approved by the County Administrator on December 18, 2016 to correct a missing provision in the contract; Change Order No. 3 was approved by the BCC on April 7, 2020 to add 1,000,000.00 to each contract for a total addition of $3,000,000.00 to the contract.
JOC is a work order driven construction delivery system. This specific JOC contract addresses wastewater, treatment plant, water plant, underground utility repair, maintenance, and minor construction needs.
