• This contract provides liquid ferric sulfate water treatment services at the Solid Waste Industrial Water Treatment Plant.
• This invitation to bid follows the successful completion of a six-month pilot program for the use of ferric sulfate as a coagulant to maximize flocculation efficiency in the clarifier tank.
• This contract will provide for ferric sulfate treatment services for five years with provision for a twenty-four-month term extension.
• Two responsive bids were received, with Kemira Water Solutions, Inc. recommended for award as the lowest, responsive, and responsible bidder in the amount of $1,676,626.26.
Bid No. 21-0207-B(AJM) in the estimated average annual amount of $335,325.25 for a five-year total of $1,676,626.26. Authorize the Chairman to sign and Clerk of the Circuit Court to attest.

Background Information:
May 8, 2020, a six (6) month pilot program was approved by the Division Director of Purchasing for ferric sulfate at the IWTP. Following the success of the pilot program, the Department of Solid Waste requested an invitation to bid to continue the use of ferric sulfate water treatment services.
On February 19, 2021 the Purchasing Division released an invitation to bid. One thousand and eighty-six (1,086) vendors where invited, five (5) responded. Three (3) vendors provided statements of no bid and two (2) responsive bids were received, with Kemira Water Solutions, Inc. recommended for award as the lowest, responsive and responsible bidder.

Estimated five-year expenditure not to exceed: $1,676,626.26
Estimated average annual expenditure not to exceed: $335,325.25
Funding is derived from the Solid Waste operating budget.
