• This contract is for professional engineering services to prepare the design, construction plans, and post-design services for the improvements to the East Lake Road northbound and southbound bridges over Brooker Creek -
• Three firms submitted proposals with recommendation to award to the top ranked firm, Kisinger Campo & Associates Corp, in the amount of $1,508,407.33 in accordance with F.S. 287-055 - Consultants Competitive Negotiations Act.
• Two certified Small Business Enterprise (SBE) sub-consultants are included in the award to Kisinger Campo & Associates Corp in the amount of $74,063.00, or approximately 5% of the total award amount.
• This agreement will be effective for 1,491 consecutive calendar days following issuance of notice to proceed from the County.
• Funding is reflected in the Amended Fiscal Year 2025 Capital Budget, budgeted under the East Lake Road Bridges over Brooker Creek Project (003879B), funded by the Local Infrastructure Sales Surtax (Penny for Pinellas).
Contract 24-0351-RFP-CCNA; in the total not to exceed amount of $1,508,407.33, effective for fourteen hundred ninety-one days from the date of Notice to Proceed; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The East Lake Road (CR-611) - BRIDGES OVER BROOKER CREEK - Bridge No. 154158 (Northbound) and Bridge No. 154159 (Southbound) are located 1.5 miles north of Tampa Road (CR-752) in unincorporated Pinellas County commonly referred to as East Lake. These bridges were built in 1991 over the Lake Tarpon Brooker Creek. The northbound and southbound structures each have a bridge length of 160 feet with three spans of 40, 80, and 40 feet, providing a combined bridge length of 320 feet. Both bridges have an overall width of 51’-8” and a roadway width of 41’-6” with an 8’ sidewalk. The existing northbound roadway provides three 11-ft lanes with two 4’-6” and 2’-6” shoulders on the northbound, while the southbound roadway provides two 12-ft lanes with two 10’-0” and 6’-6” shoulders. KCA is to examine a minimum of 2 design alternatives for the widening of these bridge structures based on criteria listed in Section 6.1 Typical Section and provide a Bridge Development Report (BDR) before the 30% submittal.

Background Information:
The purpose of this project is to widen the two existing bridges on East Lake Road over Brooker Creek to provide a six-lane divided roadway from Cove Drive to Pasado Drive with improvement in shoulder width on either side while maintaining a 10-ft wide trail on the southbound bridge and the existing 6-ft sidewalk on the northbound.
Fiscal Impact:
Funding is reflected in the Amended FY25 Capital Budget, budgeted under the East Lake Road Bridges over Brooker Creek Project (003879B), funded by the Local Infrastructure Sales Surtax (Penny for Pinellas). Total available funding is the amount of the project allocation as represented in the FY25 approved Capital Improvements Program. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
