• The project is essential because the transmission main does not have an in-line valve that can be shut down in case of emergency. and redirection of pressure if needed throughout the Northern Pinellas County Water Service area.
• Four bids were received with award recommendation to Kamminga & Roodvoets, Inc. as the lowest responsive and responsible bidder in the amount of $2,774,280.00.
• All work is to be completed in 270 consecutive calendar days.
• The Small Business Enterprise commitment is 10% for this contract.
• Funding for this contract is available under 60” Transmission Water Main Line Valve at S.K. Keller Water Treatment Facility project 005224A, funded by the Water Renewal and Replacement Fund, in the amount of $3,175,000.00.

This contract is for the construction of the Pinellas County Keller Water Treatment Plant 60” Valve Insertion project which includes the installation of a 42” transmission bypass piping, valves, and 60” line stops. The construction includes pipe, valves, fittings, and an air release valve.

Background Information:
The Purchasing Division issued an invitation to bid on September 18, 2025, on behalf of the Utilities Department. Three submittals were received with an award recommendation to Kamminga & Roodvoets, Inc., as the lowest responsive responsible bidder.
The current configuration of the 60” Steel Water Transmission Main does not have an in-line valve that can be shut down in case of emergency. The current configuration only allows for Region Water supply to be shut off at the twin barrels within the Keller WTP. Installation of a 42” transmission bypass and the insertion of a 60” line valve will allow for emergency shutdown and redirection of pressure if needed throughout the Northern Pinellas County Water Service area.
Fiscal Impact:
Total agreement not to exceed: $2,774,280.00
Funding for this contract is available under 60” Transmission Water Main Line Valve at S.K. Keller Water Treatment Facility project 005224A, funded by the Water Renewal and Replacement Fund, in the amount of $3,175,000.00.
