Recommended Action

Approve the cooperative agreement with the United States Department of the Army (USDOA) to receive funds appropriated by the United States Congress for the rehabilitation of the shore protection project at Sand Key to restore pre-storm conditions caused by Hurricane Hermine in September 2016.

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the agreement.

Funding will be provided to the USDOA in the amount of $12,797,000; non-federal matching funds are not required from the County.

Summary:

Approval of this agreement will allow the Army Corps of Engineers (ACOE) to include $12,797,000 of emergency federal funding, per Public Law 84-99, in the proposed upcoming Sand Key nourishment project which will place 353,119 cubic yards of sand eroded from the “design template” during Hurricane Hermine.  Details of the estimated costs and sand volume to rehabilitate Sand Key are documented in the Project Information Report (PIR) completed by the ACOE.  The project design and construction activities will be managed through the ACOE.

A similar agreement providing emergency federal funding to rehabilitate Sand Key was approved by the Board of County Commissioners in February 2005.

 

Background Information:

As a separate element outside the terms of this agreement, the PIR shows that an additional $11,941,815 and $7,073,814 of federal and non-federal funds, respectively, are needed if a full Sand Key nourishment of the “construction template” is constructed that will require a total of 877,819 cubic yards of sand. 

This is 524,700 cubic yards of additional sand above what is needed to fill the “design template.”  The state has approved and the County will be receiving a future funding agreement whereby the state will reimburse the County for 50% of the projected non-federal costs. 

 

Fiscal Impact:

Funding provided to the USDOA in the amount of $12,797,000; no match is required from the County.
