Recommended Action
Approval and execution by the County Administrator of the Interlocal Agreement (ILA) between Pinellas County and the Pinellas Suncoast Transit Authority (PSTA) to allow Jolley Trolley and Looper Group access to the Radio System.
Body
Strategic Plan:
Deliver First Class Services to the Public and Our Customers
5.1 Maximize partner relationships and public outreach
5.2 Be responsible stewards of the public’s resources
5.3 Ensure effective and efficient delivery of county services and support
Summary:
Sharing of the radio system spectrum utilized by PSTA’s with its two non-profit partners, Jolley Trolley and Looper Group, both controlled by PSTA, provides economies of scale and meets the regional goal of interoperability and interagency communications.
Background/Explanation:
PSTA has been on the Pinellas County Public Safety Radio System for over 25 years. Jolley Trolley and Looper are non-profit organizations controlled by PSTA and are both involved in the public transportation work in coordination with PSTA for public transport services. Working on a unified radio system allows the entities to communicate more efficiently. This agreement amends the radio access arrangement with PSTA. It does not create independent agreements with either Jolley Trolley or Looper.
Fiscal Impact:
PSTA’s portion of annual maintenance based on their portion of airtime is $71,030. PSTA will pay the County an additional $3,000 annual access fee for Jolley Trolley and Looper Group. This results in sharing a percentage of the cost for the radio system infrastructure maintenance. Cost recovery to the County will be allocated between the General Fund, Moving Violation Surcharge Fund (law enforcement), and Emergency Medical Services Fund.
Delegated Authority:
Authority for the County Administrator to sign this ILA is granted under Code Section 2-62 (a) (1).
