Approval and execution by the County Administrator to accept the Joint Participation Agreement (JPA) Supplemental #2 with the Florida Department of Transportation (FDOT) to adjust the contract time for a new Master Plan at St. Pete-Clearwater International Airport (PIE) to November 30, 2020.

 

                     The original JPA was in the amount of $75,000.00 to fund 5% of the estimated $1,500,000 Master Plan cost. The expiration date was June 30, 2020.

                     The total cost of the Master Plan increased to $1,801,650.00.  FDOT’s 5% increased to $90,083.00.  Supplemental Number 1 increased the original JPA by $15,083.00.

                     PIE needs an additional five months to be added to the JPA expiration date to account for FAA review and approval time of the final Master Plan document.

Summary:

The Supplemental JPA will extend the time of the original JPA from June 30, 2020 to November 30, 2020 to allow the Federal Aviation Administration (FAA) time to review and approve the draft Master Plan document before the final project billings.

 

Background/Explanation:

In March 2017, the County Administrator approved the original JPA in the amount of $75,000.00 to help fund the Master Plan (Legistar #17-070D).  The original JPA was to fund 5% of the $1,500,000.00 estimated cost of the Master Plan.

Due to the increased scope of work associated with the conceptual terminal building design plans, the negotiated FAA-approved cost of the Master Plan increased to $1,801,650.00.  As a result of the increased cost, the 5% FDOT state share increased by $15,083.00 to $90,083.00.  Supplemental JPA Number 1 increased the state share by $15,083.00 (Legistar #18-411D).

The draft document of the entire Master Plan document was delivered to the FAA on May 6, 2020.  To allow for FAA review and approval of the document, PIE has requested an extension of the JPA of five months to November 30, 2020.

 

Fiscal Impact:

There is no fiscal impact.  This Supplemental JPA extends the expiration date. Funds are not included as part of the FY20 Adopted Budget; however, an estimate for FY20 has been included as part of the FY21 budget development process in the amount of $325,900.00.

 

Delegated Authority:

Authority for the County Administrator to sign this Joint Participation Agreement is granted under Code Section 2-62 (a)(1).
