Award of contract No. 26-0494-RFQ-CCNAC with Engineering Matrix, Inc., Long & Associates Architects/Engineers, Inc., McKim & Creed, MES Group, Inc., and Phoenix Engineering Group, Inc. for continuing mechanical, electrical, and plumbing engineering services.

 

•                     This contract will provide the Construction & Property Management department with continuing professional engineering consulting services on an as-needed basis.

•                     Eighteen submittals were received with award recommendations of the top five firms for a total combined amount of $2,500,000.00 ($500,000.00 per firm) over a five-year term, in accordance with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055.

•                     All the prime vendors have committed to utilizing multiple-certified Small Business Enterprise (SBE) firms for engagements resulting from this contract. Percentage goals are not established for the CCNA’s continuing contracts. When the County utilizes a firm for an engagement, the requested department working with Economic Development will ensure SBEs are utilized.

•                     This agreement is used on an as-needed basis with no obligation to spend the full amount of the contract or to spend in any given year. Obligation will occur at the time of purchase order. Funding for this agreement is available in the Fiscal Year 2027 Proposed Budget in multiple centers. Funding for future years of this agreement will likely be included in future budgets.​

 

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The Construction & Property Management department requires professional engineering consulting services on an as-needed, task assignment basis. The Board’s approval of these continuing contracts does not obligate or authorize spending the full contract sum of $2,500,000.00. To expend the funds, the department will issue one or more task orders to one or more consulting firms to complete work assignments, per specified scopes of work. The total expenditure cannot exceed the department’s available line-item budget.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on April 23, 2026; with the negotiation of rates and agreements concluded on July 31, 2026.

The contract includes fully burdened hourly rates negotiated after conclusion of the evaluation process. The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of TBMCSA will be reimbursed in accordance with Florida Statutes.

 

Fiscal Impact:

Award not to exceed amount: $2,500,000.00

 

This agreement is used on an as-needed basis with no obligation to spend the full amount of the contract or to spend in any given year. Obligation will occur at the time of purchase order. Funding for this agreement is available in the FY27 Proposed Budget in multiple centers. Funding for future years of this agreement will likely be included in future budgets.​ In the event that future fiscal year funding is not available, the County maintains the authority to terminate this agreement.​
