Summary:
The attached schedule of authorized payments to the Pinellas County Sheriff’s Office (Sheriff) includes the adopted Fiscal Year 2017 (FY17) budget appropriation of $500,000.00. On December 13, 2016, Resolution 16-89 was approved increasing the FY17 appropriation by $499,090.00 for a total of $999,090.00. On June 6, 2017, Resolution 17-32 was approved increasing the FY17 appropriation by $646,740.00 for a total of $1,645,830.00. As of June 30, 2017, there was $206,595.52 available within the Local Law Enforcement Trust Fund and $214,719.36 available within the Federal Equitable Sharing Trust Fund. As of June 30, 2017, $70,250.00 of Local Law Enforcement Trust and $1,270,945.71 of Federal Equitable Sharing Trust Funds have been allocated.
Background Information:
In accordance with Chapter 932.7055(4), F.S., the Board has established a special Law Enforcement Trust Fund for depositing the forfeiture proceeds derived from law enforcement activities of the Sheriff. In addition to the Law Enforcement Trust Fund provided for under state law, there is a companion trust fund (Federal Equitable Sharing Trust Fund) created through an Agreement with the United States Department of Justice. These funds, plus any interest thereon, must be used for allowable law enforcement purposes only and do not include normal operating expenses of the Sheriff. Upon request from the Sheriff, the Office of Management and Budget reviews and authorizes the payments to the Sheriff for the requested amount based on the Sheriff's certification of compliance with Florida Statute 932.7055.
Fiscal Impact:
Appropriation of $1,645,830.00 is currently budgeted in FY17 for the purpose of processing requests from the Sheriff. As of June 30, 2017, $1,341,195.71 has been allocated.
