Summary:
The Florida Department of Environmental Protection (FDEP) is providing funding through the Florida Recreation Development Assistance Program (FRDAP) for replacement of the existing playground equipment located at John Taylor Park. The equipment will be replaced with new ADA inclusive playground equipment to meet the needs of all children in Pinellas County regardless of their ability, gender, age, or backgrounds.
Background/Explanation:
The existing playground is past its useful life and parts are no longer available to meet safety requirements. The project scope includes demolition and removal of existing playground equipment, site preparation, and installation of new equipment and Pour in Place (PIP) rubber safety surfacing in accordance with Consumer Product Safety Commission (CPSC) guidelines. The 2010 American Disabilities Act (ADA) Standards for Accessible Design requires that newly constructed and altered state and local government facilities, public accommodations, and facilities be readily accessible to and usable by individuals with disabilities. Recreational facilities, including play areas, are among the facilities required to comply with these standards. Inclusive playground design exceeds ADA standards and address social and developmental components as well.
Fiscal Impact:
Total project costs of $400,000.00 have been appropriated in the ARPA approved spending plan for FY23-FY26 (project #004171A). Maintenance of the playground will be absorbed by existing Parks maintenance staff and is included in the FY23 Parks and Conservation Resources Operating budget.
