Recommended Action

Approval and execution by the County Administrator of three emergency contract amendments to add contract capacity due to recent hurricanes and to exercise the term extensions to the contracts for on-call contractor services.

 

                     This request is for emergency services by three contractors, Willdan Engineering, HR Green, Inc., and Joe Payne, dba JPI.

                     Willdan Engineering increased by $1,500,000.00 for a total not to exceed amount of $1,700,000.00 with a one-year extension.

                     Joe Payne dba JPI Inc., increased by $1,000,000.00 for a total not to exceed amount of $1,400,000.00 with a one-year extension.

                     HR Green, Inc, increased by $1,300,000.00 for a total not to exceed amount of $1,600,000.00 with a one-year extension.

                     Funding for these contract increases is partially available from lapse savings; General Fund reserves are available for Hurricanes Helene and Milton's response. A portion of the costs incurred will possibly be offset with reimbursement from the Federal Emergency Management Agency’s Public Assistance program and the State of Florida. Some of these costs may not be reimbursable.

 

Contracts 23-0482-P increase of $3,800,000.00 with a revised total contract value of $4,900,000.00 with all three vendors through July 17, 2026.

Summary:

These Amendments provide emergency on-call professional services to support the BDRS operations. The intent is to utilize one or more firms to augment County BDRS operations on an “as needed” basis to provide building plan examining services or building inspection and engineering site plan review services as demand warrants.

 

Background/Explanation:

The Board of County Commissioners awarded this contract on July 18, 2023, in the amount of $1.1M for all services combined. First Amendment with Willdan Engineering was approved on March 27, 2024, to include additional pricing with no change to contract amount.  First Amendment with Joe Payne, Inc. was approved on September 11, 2024, to remove the annual spending cap limitation.

 

Fiscal Impact:

Funding for these contract increases is partially available from lapse savings, General Fund reserves are available for Hurricanes Helene and Milton response. A portion of the costs incurred will possibly be offset with reimbursement from the Federal Emergency Management Agency’s Public Assistance program and the State of Florida. Some of these costs may not be reimbursable.

 

Delegated Authority:

Authority for the County Administrator to approve this emergency purchase is granted under Code Section 2-181 for emergencies and 2-188(d) to exercise term extensions.
