Approval and execution by the County Administrator of the Hazard Mitigation Grant Program Application (Application) with the Florida Division of Emergency Management (FDEM) for the design and construction of McKay Creek Operable Lake Controls and SCADA Project. 

 

                     Grant funding will provide for design and construction of drainage project to implement lake level controls and SCADA system at Taylor Lake and Walsingham Reservoir in the McKay Creek Watershed.

                     This grant is made available due to the Presidential Disaster Declaration for the COVID-19 Pandemic (FEMA-4486-DR-FL).

                     Requested total grant funding is $2,947,000.00, including management costs of $184,000.00.  Of that amount, $2,763,307.00 (75%) is the federal share for construction and design. Anticipated County match is $921,000.00 (25%) for construction and design over a thirty-six (36) month performance period.

                     County Administrator is authorized to sign the Grant Application per the Delegation of Authority on Improved Grant Procedures Memorandum Paragraphs No. 4-5, dated March 28, 2016. Paragraph No. 4 allows the County Administrator to approve less than 1 million dollars, excluding local match in a fiscal year (FY) or calendar year.  Furthermore, Paragraph No. 5 states, per County Ordinance 2-62(a)(4), delegated authority shall be based on the grant amount applied for per fiscal year, per grant, not on the total project cost or local match.

                     Total grant funding amount applied for is $2,947,000.00 over a three (3) year period of FY 2023 - 2025.  Thus, annual grant funding amount applied for is $982,333.33.00.

                     The grant application portal is a fully digital system. Once the Application is submitted online, the County Administrator will be sent an email through CONGA Sign to complete the signature portion of the Application.

Summary:

The purpose of this Application is to provide design and construction funding for the proposed drainage improvement project to implement lake level SCADA controls at two (2) locations, Taylor Lake and Walsingham Reservoir. The subject drainage improvement project is a watershed-wide benefit.  The goal of the project is to temporarily “lower” lake levels of both major waterbodies during rainy season before a hurricane/major storm event. 

“Lowered” tail water condition and additional flood-storage volume in the lakes will significantly improve the overall drainage system conveyance efficiency and capacity, thus reducing flooding extents in the McKay Creek Watershed.  This project will significantly reduce floodplain extents in the McKay Creek Watershed and remove approximately 370 buildings from Flood Zone designations, per preliminary engineering study completed in March 2020.

Total project cost estimate (design and construction) is approximately $3,868,000.00.  Requested Grant Program funding is $2,947,000.00. The anticipated County match is $921,000.00.

The Application submittal deadline is December 21, 2021.  Once the Application is submitted online, the County Administrator will be sent an email through CONGA Sign to complete the signature portion of the Application, as the Application portal is a fully digital system.  

 

Background/Explanation:

The County was allocated $6.3 million in Hazard Mitigation Grant Program Funding because of the Presidential Disaster Declaration for the COVID-19 Pandemic (FEMA-4486-DR-FL). The grant process is directed through the County’s Local Mitigation Strategy (LMS) Committee. Projects are ranked and selected by LMS prior to beginning the grant application process. The cost-share fluctuates based on how the project is ranked. Projects are anticipated to receive 75% federal funding and require a minimum 25% local (County) match.

 

Fiscal Impact:

The total project cost estimate for design, construction and management is approximately $3,868,000.00.  Requested Grant Program funding is $982,333.33 annually over FY 2023 - 2025, for a total grant funding request amount of $2,947,000.00. Anticipated County match over that three (3) year period is $921,000.00, or $307,000.00 annually.  Project No. 004134A-McKay Creek Operable Lake Controls and SCADA is included in the Fiscal Year (FY) 2022 - FY 2027 Capital Improvement Program Six-Year Plan: Physical Environment function, Flood Control Projects program.  The Grant Program funding will be allocated to the County from FDEM in FY 2023, FY 2024, and FY 2025.
