Approval of the award of bid to Cathcart Construction Company Florida, LLC for the construction of the Manufactured Home Communities (MHC) Wastewater System Improvements Project Package 2 American Rescue Plan Act (ARPA).

 

                     MHC Wastewater Collection Systems Improvements Project for the replacement and improvement of 3 wastewater collection systems, erosion control, and site restoration in the Lake Seminole Estates, Oasis Homeowners, and Midway AM/CAN Homeowners Manufactured Home Communities. The proposed improvements ensure the ability to convey wastewater from these MHCs to Pinellas County Utilities treatment facilities during storm events and to meet regulatory requirements. 

                     Award recommendation is to Cathcart Construction Company Florida, LLC, as the lowest responsive and responsible bidder in the amount of $14,793,084.35.

                     All work is to be completed within 698 consecutive calendar days. The Small Business Enterprise commitment is 5% for this contract.

                     Funding is available under Manufactured Home Communities Wastewater Collection Systems Improvements Project 005015A, included in the Capital Improvement Plan, funded by the ARPA Fund, Restore Act federal grant funding, and Resilient Florida Grant program federal grant funds passed through the Florida Department of Environmental Protection, in the amount of $37,994,000.00.

                     The Proposed Fiscal Year 2025-2030 Capital Improvement Plan fully reflects the project’s anticipated cost and is sufficient to fund the recommended contract. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.

 

Contract No. 24-0420-ITB-C in the amount of $14,793,084.35 with all work to be completed within 698 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This contract is for construction improvements including demolition of existing wastewater systems and construction of a new wastewater system at Lake Seminole Estate.  The optional additive MHCs include Oasis Homeowners, Inc., Midway AM/CAN Homeowners, Inc., with a similar work scope.

Background Information:

Various MHCs’ wastewater systems are outdated and problematic. Many assets within these systems fail and pose costly risks to the residents and adverse effects to the environment. Improvements done to the wastewater systems of these flood-prone communities would increase the reliability of service during typical conditions and increase the resilience during wet weather events.

The Purchasing Division issued an invitation to bid on April 23, 2024. Two submittals were received with award recommendation to Cathcart Construction Company Florida, LLC as the lowest responsive and responsible bidder.

Three contracts for completion of Manufactured Home Communities Wastewater Collection Systems Improvements Project 005015A will be recommended for award. The first two contracts, to be recommended to the Board of County Commissioners on August 13, 2024, are fully funded. The Proposed FY25-30 Capital Improvement Plan fully reflects the project’s anticipated cost and is sufficient to fund the recommended contract. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.

 

ARPA funding must be fully expended by December 31, 2026, and $25,000,000 in Florida Resilient funding must be fully expended by June 30, 2026.
