Summary:

The CPE Program is governed by Federal Regulation 42 CFR 433.51. The Program allows certain health care organizations to submit certified public expenditures to draw-down reimbursement for eligible costs from Federal funds as compensation for un-reimbursed medical costs provided to eligible Medicaid recipients. Ambulance transportation is eligible to participate in the program.

Background/Explanation:

Pinellas County Emergency Medical Services (EMS), dba Sunstar provides ambulance transportation to Medicaid recipients.  The cost to provide these services exceeds the Medicaid reimbursement.  The CPE PEMT program facilitates the ability to drawdown Federal funds to mitigate these unrecovered costs.  Eligible costs to provide these services after Medicaid reimbursements were $504208.38.  Of that amount, $163,010.57 or 32.33% must be certified as a public expenditure to receive funds for the remaining uncompensated amount of $341,197.81.

Fiscal Impact:

Receipt of $341,197.81 in revenue, offset by the associated expenditure of $20,471.87 for consulting services, represents net revenue of $320,725.94. These revenues and associated expenditures are included in the EMS FY20 adopted budget and FY20 estimates included in the department’s submission for FY21 budget development.
