Approval by the County Administrator of Change Order No. 1 with Interconn Resources, LLC for the supply and management of natural gas - Tampa Bay Area Cooperative Contract.

                     This Tampa Bay Area Cooperative Contract (Cooperative) is for the acquisition and management of natural gas supply for the County and various participating entities.

                     County departments currently using large quantities of natural gas are: Utilities, Solid Waste, Airport, and Administrative Services.

                     Change Order No. 1 requests an increase in the amount of $244,594.85, providing funding while a new contract is solicited.  A new Cooperative contract is anticipated to be awarded by the Board of County Commissioners (Board) during January 2021.

                     This contract was awarded by the Board on June 6, 2017 in the amount of $4,894,832.95.

Contract No. 167-0264-B(DG) increase in the amount of $244,594.85 for a revised total contract value of $5,139,427.80 with an estimated average annual expenditure of $1,027,885.56, effective through June 30, 2022.

Summary:

Change Order No. 1 provides funds for requirements of natural gas while a new contract is solicited. The new contract is expected to be awarded and take effect by January 2021.

This is a Cooperative contract, administered by the Department of Administrative Services, containing requirements of the City of St. Petersburg and Hillsborough Community College for supply and management of natural gas utilizing a gas marketer to provide coordination and scheduling of gas transportation and services of a local natural gas distribution company for delivery.

 

Background/Explanation:

This Cooperative contract is for the acquisition and management of natural gas supply for the County and various participating entities. County departments currently using large quantities of natural gas are: Utilities, Solid Waste, Airport, and Administrative Services.

On June 6, 2017, the Board of County Commissioners approved an award of bid to Interconn Resources LLC for the supply and management of natural gas in the amount of $4,894,832.95. A new contract will be awarded by January 2020. 

 

Fiscal Impact:

Sixty (60) month term approved expenditure not to exceed:                                          $4,894,832.95

Increase expenditure not to exceed:                                                                                    $   244,594.85

Revised expenditure not to exceed:                                                                                    $5,139,427.80

 

Estimated average annual expenditure:                                          $1,027,885.56

 

Funding is derived from requisitioning departments’ operating budgets.

 

Cooperative agencies are responsible for their respective funding source.

 

Delegated Authority:

Authority for the County Administrator to approve this increase is granted under Code Section 2-62(a)(2).
