Adopt a resolution to accept a Joint Participation Agreement (JPA) with the Florida Department of Transportation (FDOT) for airport main terminal circulation road, airside roadway improvements, technology and parking lot improvements at St. Pete-Clearwater International Airport (PIE).
Approve and execute the JPA which provides improvements to the airport’s landside, airside, and parking areas in front of the terminal building. The JPA is for $1,531,591, which provides 50% share of design and construction costs.

Summary:
This funding will allow the Airport to begin design for the following improvements: airport circulation roadway; parking lot reconfiguration and expansion; associated infrastructure and utilities; enhance vehicular and pedestrian conveyance; relocation of fiber optic cable, relocation of airside perimeter road and perimeter fence; relocation of parking lot revenue computer system; relocation of various Airport signage; and maximize parking revenue with additional parking stalls.
Design costs of this project are $1,701,351. Construction costs are estimated to be $12,000,000.
PIE staff was able to obtain additional FDOT grant funding that went unspent by other airports that could not obligate the funding, allowing us to leverage more state funds toward this project that is not eligible for funding by the Federal Aviation Administration.
Background Information:
Airport parking east of Roosevelt Boulevard currently consists of short term, long term, rental, taxi/shuttle, and employee parking with internal circulation roads. FDOT’s construction of the Gateway Express Project adjacent to the Airport has resulted in pending right-of-way takings which will impact the Airport’s entryway, internal circulation road and existing parking.
Modifications to the parking lots over the last 15 years have resulted in a less than desirable internal circulation and have not maximized the parking space available. Growth of the Airport has necessitated the need for additional parking in addition to the remote parking lots located across Roosevelt Boulevard.
The pending impacts from the Gateway Express Project and the need for additional parking facilities have necessitated a new landside parking lot improvement design. The design will address internal circulation, parking and access into the Airport from the Gateway Express roadways. To facilitate additional parking expansion, the design will also incorporate the ability to add a parking garage in the future.
Fiscal Impact:
$1,531,591 from FDOT JPA and the Airport each - Total funds for the project equals $3,063,182.
