Approval of the award of bid to Erickson & Lindstrom Construction Co. (E&L) for the High Point Community Park - American Rescue Plan Act (Rebid).

 

                     This project will take place on approximately 10 acres of land and include amenities such as multi-purpose athletic fields, basketball courts, lighting, a playground, walking trail, picnic shelter, and restrooms that will be constructed and adjacent to the High Point Elementary School.

                     During school hours, the park will serve the students of High Point Elementary. It will be open to the residents of the High Point Community after school hours as well as on the weekends.

                     A review of the bids received for the High Point Community Park construction contract is complete. A total of 3 bids were received. The low bid of $5,551,475.15 received from E&L Construction Group, Inc. as the lowest responsive and responsible bid is 29% below the Engineer’s Estimate of $7,785,697.00.

                     All work to be completed within 510 consecutive calendar days.

                     The Small Business Enterprise commitment for this project is 10%.

                     High Point Community Park Project 002998A is budgeted in the Fiscal Year (FY) 2024-2029 Capital Improvement Program (CIP) and funded by the American Rescue Plan Act and Local Infrastructure Sales Surtax (Penny for Pinellas).

                     The project construction budget in both the approved FY24-FY29 and proposed FY25-FY30 CIP plans support the construction agreement with E&L Construction Group, Inc.

 

Contract 24-0722-ITB-C in the amount of $5,551,475.15 with all work to be completed within 510 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:Summary

Pinellas County will be constructing High Point Community Park on the site of the former High Point Elementary School, in partnership with the Pinellas County School District and the City of Largo. The development of the park project came about from feedback and guidance from members of the High Point community. On the approximate 10 acres of land, the County will build amenities such as multi-purpose athletic fields, basketball courts, lighting, playground, walking trail, picnic shelter and restrooms which will be adjacent to the High Point Elementary School. During school hours, the park will serve the students of High Point Elementary. It will be open to the residents of the High Point community after school hours as well as on the weekends. A trail will connect the entire park and proposed facilities. The contract duration is 510 calendar days.

Background Information:

This project was identified on the 2017 Penny Projects and categories list published during the 2017 Penny IV Education Campaign. In 2021, a community advisory group was formed that consisted of residents, business owners, educators, clergy, service providers and law enforcement from the area.

Purchasing issued an invitation to bid on May 12, 2024. Three submittals were received with award recommendation to E&L Construction Group, Inc. as the lowest responsive responsible bidder.

 

Fiscal Impact:

High Point Community Park, project 002998A, is budgeted in the FY24-FY29 Capital Improvement Program (CIP) and funded by Local Infrastructure Sales Surtax (Penny for Pinellas) and the American Rescue Plan Act (ARPA), with ARPA funding construction.

 

The construction agreement amount of $5,551,475.15 fits within the project’s total construction budget of $6,743,000.00.
