Approval and execution of Change Order No. 1 to the contract with G.E.C. Associates, Inc. (GEC); Gibraltar Construction Company, Inc. (Gibraltar); and New Vista Builders Group LLC (New Vista) for Job Order Contracting (JOC) 2013 - 2015 retroactive to October 1, 2017.

Summary:
The change order is necessary to provide a time extension for 122 calendar days for all three (3) contractors to complete numerous projects that are currently in-progress. The current contract expired on September 30, 2017.
Background Information:
JOC is a work order contracting process utilizing competitively solicited pre-qualified contractors to complete building projects. Pricing is based on a percentage off of published catalog pricing complied by our JOC consultant the Gordian Group. Work and services commence upon receipt of written notice from County departments. The County has been utilizing JOC for approximately 12 years providing flexibility and reduced procurement cycle time for small and medium sized building projects.
The new competitive solicitation for JOC is currently in process and a new contract is anticipated to be awarded by the end of the 2017 calendar year.
The New Vista agreement amount increase is $589,697.00 (State Grant Funding and BP Settlement Funds); specifically for the East Lake Library Expansion Project. There is ample funding available for the other two (2) firms to complete work currently in progress.

Funding for this project is generally derived from using departments’ Capital Improvement Program project budgets and/or Operating Budgets. Funding for the East Lake Community Library Phase 1 Expansion project is derived from a Florida Department of State, Division of Library and Infrastructure grant and BP Settlement Fund allocation.
