Approval of the First Amendment to the agreement with Birdsall, Voss, and Associates, Inc. (BVK) for advertising and promotional services pertaining to the Convention and Visitors Bureau (CVB).

 

                     This agreement provides advertising planning, media buying, and creative campaign development services for the CVB, d/b/a Visit St. Pete-Clearwater (VSPC).

                     VSPC functions as the official tourism marketing and management organization for the entire County, including its 24 municipalities.

                     The First Amendment increases the contract in the amount of $14,300,000.00 and provides a 231-day extension through September 30, 2025, to realign with fiscal year funding and allow for the development, advertisement, evaluation, and award of a new contract.

                     Additionally, this extension will allow for the coordination of an overlap in services between BVK and a potential new firm, allowing for the possible transition of advertising assets.

                     This contract was originally awarded by the Board of County Commissioners on February 11, 2020, for a sixty-month contract value of $72,325,000.00.

                     Funding for this amendment is included in the Fiscal Year 2025 Proposed Budget for the Convention and Visitors Bureau in the Tourist Development Tax Fund. The contract contains a fiscal non-funding clause should this portion of the budget not be approved.

 

Contract No. 189-0284-P increase in the amount of $14,300,000.00 for a revised total not to exceed amount of $86,625,000.00 through September 30, 2025; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

The CVB functions as the official tourism marketing and management organization for the entire Pinellas County including its 24 municipalities. Work involves developing and implementing year-round, domestic, and selected international consumer and trade-based sales and marketing programs aimed at the general consumer, meeting/event planners, sports organizers, film producers, travel industry representatives and other target audiences to improve the overall economic footprint of tourism to the County by increasing overnight visitation, visitor spending, average length of stay, first time visitation, and repeat visitation.
