Approval of the Fiscal Year 2023 Budget Amendment No. 3 pursuant to Florida Statute section 129.06(2)(b) reallocating:

 

                     American Rescue Plan Act (ARPA) funding of $939,000.00 from 005015D Mobile Home Communities Potable Water System Improvements to 005015A Mobile Home Communities Wastewater System Improvements in Fiscal Year 2023.

                     Pinellas County Utilities has a program discussed with the Board of County Commissioners in February 2022 to reduce Sanitary Sewer overflows (SSOs). One project within the program is to replace private sewer systems within mobile home parks located in proximity to known SSO locations.

                     A Resilient Florida Grant in the amount of $25 million was awarded for the program. A second project, to replace potable water systems within the mobile home communities was approved for ARPA funding in the amount of $13.9 million. The funds were planned to accomplish both wastewater and water system improvements.

                     As the two projects have evolved, it has been determined that the costs of the sanitary sewer replacements will exceed the $25 million grant award and that the planned potable water system replacements will have greater impacts to the Mobile Home Communities than anticipated.

                     The realignment of the ARPA funding from the water project to the sewer project will allow more of the Mobile Home Communities to have sanitary sewer replacements and limit the additional impacts from potable water replacements.

This budget amendment reallocates $939,000 from the Project 005015D Mobile Home Communities Potable Water Systems Improvements FY23 budget of $960,000 to Project 005015A Mobile Home Communities Wastewater Collection Systems Improvements.

Background Information:

On May 1, 2023, Pinellas County Utilities (PCU) determined that Project 005015D Mobile Home Communities Potable Water Systems Improvements were more complicated than originally envisioned and have increased community impacts, significant costs and a lack of additional grant funding. On May 5, 2023, PCU informed the design engineering consultant that the County would not be continuing the project.

On May 15, 2023, PCU consulted with the Office of Management and Budget and made the determination to request reallocation of the remainder of the $13,900,000 ARPA allocation to Project 005015A Mobile Home Communities Wastewater Collection Systems Improvements in the Proposed FY24-29 CIP.  The sanitary sewer replacement project is currently under design with planned construction start date in Spring 2024. Because the water replacement project is not going forward, a sub-surface utility survey of the water system is required in order to complete the sanitary sewer replacement project. To get started on the survey and maintain the sanitary sewer project schedule, PCU is requesting the amendment this FY23. A total of $21,000 will remain in Project 005015D Mobile Home Communities Potable Water Systems Improvements to account for FY23 estimated expenditures.

 

Fiscal Impact:

No net fiscal impact. Realigning $939,000 in ARPA funding from project 005015D Mobile Home Communities Potable Water System Improvements to 005015A Mobile Home Communities Wastewater System Improvements for FY23. The Proposed FY24 budget includes the balance of the allocation from the Water System Improvements to the Wastewater System Improvements.
