Approval and execution by the County Administrator of the First Amendment to the Capital Project Funding Agreement (Agreement) with the City of Clearwater (City) for improvements to the Countryside Sports Complex.
• This Agreement provides reimbursement to the City for improvements to the Countryside Sports Complex in accordance with the Capital Project Funding Program.
• The original Agreement stipulated the City be reimbursed in two payments during Fiscal Year (FY) 2018 and FY 2019.
• Due to delays, the project was not completed until March 2020 after which the City requested the first reimbursement.
• The Amendment will extend the Agreement for one additional year and allow reimbursements to occur in FY 2020 and FY 2021.
• The Agreement is for a total of $1,900,000.00.Body

Summary:
The First Amendment is a one-year extension that will allow the County to reimburse the City of Clearwater for the Countryside Sports Complex in FY 2020 and FY 2021. The Amendment also extends the Tourism Promotion Program benefits for an additional year.
The County received a request for the extension from the City.
Background/Explanation:
The Capital Project Funding Program provides funding for eligible capital projects that have met the criteria defined in the Capital Projects Funding Program Guidelines, including the ability to attract tourists to the County from both national and international markets.
On April 25, 2017, the Board of County Commissioners (Board) approved of moving five of the six funding recommendations from the Tourist Development Council, forward to contract negotiations, including the Countryside Sports Complex. Additionally, on November 28, 2017, the Board approved five Capital Project Funding agreements including the agreement with the City for improvements to the Countryside Sports Complex for a total of $1.9 million.
The Agreement with the City stipulated reimbursement payments take place in FY 2018 and FY 2019. Due to project delays, the City did not request the first reimbursement until after the project was completed in March 2020. The CVB received a letter from the City requesting the Agreement be extended, which would allow reimbursements to be made in FY 2020 and FY 2021.
Fiscal Impact:
Funding to support Capital Project Funding Agreements is provided through the CVB’s Annual Operating Budget. The source of funding is the Tourist Development Tax Fund. This amendment is consistent with the FY 2021 Tentative Budget and there is no fiscal impact as the appropriation is being carried forward from prior year.

Authority for the County Administrator to sign this First Amendment is granted under Code Section 2-62 (a)(1).
