Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subrecipient Agreement (Agreement) with St. Petersburg Foundation, Inc., for CDBG funded facility improvements at the County-owned Lealman Exchange Community Center (LEX).

 

                     This Agreement provides CDBG funding, not to exceed $67,240.00, for costs associated with facility improvements including the replacement of a section of the roof, including gutter and downspouts, reflash HVAC supply, and cap exhaust at LEX, benefitting approximately 8,280 residents in the Lealman Target Area.

                     The LEX, located at 5175-45th Street North, Lealman, is in a locally designated a low- and moderate-income target area.

                     The LEX provides programs and services to meet the needs of Lealman residents, including jobs, housing, food insecurity and social engagement.

                     The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025.

                     The County received $2,475,188.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

                     Funding for this Agreement is included in the Fiscal Year 2025 (FY25) Adopted Budget for the Housing and Community Development Department in the Community Development Grant Fund.Body

Summary:

At the July 18, 2023, Board of County Commissioners (Board) meeting, the Board approved agenda item #66 (Granicus #23-1011A), Resolution 23-56 approving the FY24 Annual Action Plan. Included as an attachment in the approved Action Plan is the FY24 Funding Recommendations table, which identifies each specific program, project, subrecipient, and funding award amount.

One of the projects approved in the County’s Annual Action Plan for FY24 was the funding of the Target Area Community Enhancement Program which includes community activities that enhance community appearance, neighborhood health and safety, address neighborhood deficiencies, promote a social interaction and a greater sense of community, including community facility improvements. The LEX Roof Replacement Project is an eligible activity under the Target Area Community Enhancement Program.

This Agreement will provide funding for the replacement of a portion of a section of the roof, including gutter and downspouts, reflash HVAC supply, and cap exhaust at the facility located at 5175-45th Street North, Lealman, Florida 33714. The LEX is located in a locally designated low- and moderate-income target area.

The Agreement is effective for one (1) year, from October 1, 2024, to September 30, 2025.

 

Background/Explanation:

In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a agreements with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.

The County received $2,475,188.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.

The CDBG Notice of Funding Availability (NOFA) and application cycle was advertised in the Tampa Bay Times, The Weekly Challenger, La Gaceta and Tre Magazine, posted on the Community Development website, and emailed to nonprofit agencies and local municipalities.

The competitive application process had begun on January 27, 2023, with applications being due March 3, 2023. Applications were reviewed for funding eligibility and scored by Community Development Division staff. Funding recommendations are based on staff ranking of eligible activities and eligible expenses.

 

Fiscal Impact:

The total amount of funding for this agreement is not to exceed $67,240.00 during the term of the Agreement. Funding for this agreement is included in the FY25 Adopted Budget for the Housing and Community Development Department in the Community Development Grant Fund

 

 

Delegated Authority:

Authority for the County Administrator to execute this Agreement is granted under Code Section 2-62 (a) (1) and Resolution 23-56.
