Approval and execution by the County Administrator of the Letters of Agreement (LOA) with the State of Florida’s Agency for Healthcare Administration (AHCA) to support Community Health Centers of Pinellas, Inc. (CHC) and the Healthcare for the Homeless (HCH) program through the Low Income Pool (LIP) program.

 

                     These LOA detail the arrangements for the County to provide intergovernmental transfers (IGT) to AHCA to increase the provision of health services for charity care to Federally Qualified Health Centers (FQHC) through the LIP program.

 

                     Funding has been identified within the Human Services Fiscal Year 2022 (FY22) Adopted Budget for potential LOAs as follows: CHC- $ 1,062,399.00 in county support to receive an additional estimated $1,371,623.00 in LIP funding; and HCH- $209,712.00 in county support to receive an additional estimated $270,751.00 in LIP funding.  The final LIP payments may vary slightly based upon statewide participation.

 

                     A separate Legistar Item, number 21-990D, outlines the expansion of services provided by CHC due to the funding received through LIP.  Services include Substance Use Disorder and Medication Assisted Treatment, expanded dental services, expanded healthcare in the Lealman area, and participation by CHC in the Pinellas County Opioid Task Force.

 

                     Services provided by HCH through LIP funding expands the current HCH substance abuse treatment program to engage clients at local hospitals and connect to substance use treatment services. 

 

                     Per Resolution 17-70, the County may initiate IGTs up to the amount of appropriated funds budgeted to Human Services and identified by Human Services as appropriate for LIP and similar programs to expand health services for low-income and charitable care.

Summary:

As a result of the County’s participation and support additional funding will be available to the named organizations through LIP to aid in providing services within the community.

Background/Explanation:

Pinellas County continues to seek opportunities to assist local healthcare partners in maximizing revenues while serving our most needy citizens. LIP funding allows local governments to increase certain Medicaid hospital and other healthcare provider payments by providing the required State Medicaid Assistance Percentage (SMAP) through IGTs. The source of SMAP must be locally generated tax dollars.

On September 26, 2017, the Board of County Commissioners (Board) adopted a resolution delegating authority to the County Administrator to approve and execute necessary agreements with the state and local partners to initiate IGTs as appropriate for LIP.

Per Resolution 17-70, the County may initiate IGTs up to the amount of appropriated funds budgeted to Human Services and identified by Human Services as appropriate for LIP and similar programs to expand health services for low-income and charitable care.

 

Fiscal Impact:

Appropriation in the amount of $1,272,111.00 is consistent with the development of  the Human Services FY22 Adopted Budget to support the IGT payments under the two LOAs.

 

CHC- $ 1,062,399.00 county support plus an additional $1,371,623.00 in LIP funding results in a total of $2,434,022.00 in support for CHC.

 

HCH- $209,712.00 county support plus an additional $270,751.00 in LIP funding results in a total of $480,463.00 in support for HCH.

 

The final LIP payments may vary slightly based upon statewide participation.

 

Delegated Authority:

Authority for the County Administrator to sign these Agreements is granted pursuant to Resolution 17 -70.
