Extension of the Public Transportation Grant Agreement - Florida Department of Transportation.

Recommended Action
Approval and execution by the County Administrator of the extension of the Florida Department of Transportation’s (FDOT) Public Transportation Grant Agreement (PTGA) for one year. The PTGA was issued to assist the St. Pete-Clearwater International Airport (PIE) with the taxiways associated with the access to the Airco property adjacent to PIE.
• FDOT issued PTGA #440565-1-94-01 Contract Number G1T83 in March 2021 in the amount of $200,000 to assist PIE with the Airco Taxiways Project #000034A. The expiration of the PTGA was June 30, 2025.
• In March 2022, FDOT issued the first amendment to Contract Number G1T83 in the amount of $2,000,000 to continue with construction costs.
• PIE’s share of this grant is $2.2M.
• As of the date of this memorandum, PIE has used $175,967.17 in design fees and still has $2,024,032.83 left to spend.
• Since October 2023, PIE has had to perform extensive watershed modeling to determine floodplain impacts after the project was bid the first time, per the request of Pinellas County’s Development Review Services.
• PIE has recently obtained approval from Pinellas County’s Environmental Management that the watershed modeling has been addressed and PIE can move forward with a second bid.
• Since we have more than $2M left to spend, PIE has requested an additional year to spend the remaining funds for left-over design activities and construction costs.
• FDOT has granted the one-year extension and has requested that the County sign the extension.
• This item has no fiscal impact on Pinellas County.

Summary:
The Airco Taxiways Project consists of the construction of the new Taxiway “D” and adjoining Taxiway “G3”. These two taxiways have access to both runways and will give direct access from PIE’s airfield to the Airco property.
In order to expend the rest of the PTGA, we need another year of construction, so PIE formally requested an extension of one year from FDOT.
Background/Explanation:
PIE had to re-design certain items and update the existing Roosevelt Creek Watershed Model from 2007 to account for any new development on the Airport since that date. Our engineering consultant had to compare the updated watershed model to the proposed model for the taxiway project to account for any off-site water surface rise in the 100-year storm event. These activities took 17 months to complete.

This item has no fiscal impact on Pinellas County.
