Approval and execution by the County Administrator of Change Order No. 2 (final) to the agreement with Keystone Excavators, Inc., for Mullet Creek Channel B Erosion Control.
• Change Order No. 2 decrease in the amount of ($191,271.91) for a new final agreement amount of $3,506,825.59.
• This project provided bank stabilization to prevent erosion and sedimentation issues in Mullet Creek Channel B by armoring the sides and bottoms of the creek.
• Change Order No. 1 increased the contract by $308,275.00 and was required to address shortages in quantities, which included erosion control matting, bank stabilization matting and associated anchors, sod, water for dust control, and tree removal.
• This contract was awarded by the Board of County Commissioners on August 15, 2023, in the amount of $3,389,822.50.
• The project was substantially complete on September 5, 2024, and obtained final completion on December 12, 2024. Final inspections of the project for all work performed under the contract were conducted by representatives of the Construction Management Division, Engineer of Record (EOR), Public Works Transportation and Stormwater Division.
• Mullet Creek Channel Erosion Control, project 003894A, is budgeted in the FY25-FY30 Capital Improvement Program, funded by the American Rescue Plan Act (ARPA) and Local Infrastructure Sales Surtax (Penny for Pinellas).

Summary:
The project was substantially complete on September 5, 2024, and obtained final completion on December 12, 2024. Final inspections of the project for all work performed under the contract were conducted by representatives of the Construction Management Division, EOR, Public Works Transportation and Stormwater Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders and the completion of punch list items. Subsequent to Final Completion, staff processed closeout documents, and receipt of final invoice and as-built drawings.
Final quantities have been tabulated resulting in a net decrease of ($191,271.91). This is the difference between estimated and final quantities.
Background/Explanation:
This contract was awarded by the Board on August 15, 2023, in the amount of $3,389,822.50.
The purpose of the project provided for bank stabilization to prevent erosion and sedimentation issues in Mullet Creek Channel B by armoring the sides and bottoms of the creek. The design will stabilize the creek while maintaining flood protection level of service. The project also creates a floodplain expansion area that will reduce the risk of flooding, improve water quality, and restore wildlife habitat.
