Approval by the Department Director of the grant application with the U.S. Environmental Protection Agency (EPA) for the EPA Section 105 Grant, Air Pollution Control Program.
• The application requests $500,000.00 to support the County’s existing air pollution control program from October 1, 2019 to September 30, 2021 ($250,000.00/ fiscal year).
• An estimated county match of $1,951,370.00 over the two-year project period is required ($965,570.00 for FY20 and $985,800.00 for FY21).
• The application package requires final submittal via Grants.gov by August 1, 2019.

Summary:
This action approves a grant application for EPA’s continued funding of the existing County program to protect air quality.
Background/Explanation:
EPA’s Air Pollution Control Section 105 Grant program provides funding to assist in planning, developing, establishing, improving and maintaining adequate programs for prevention and control of air pollution. The County’s air program is recognized by the EPA and State of Florida, Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding from the EPA. The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.
Fiscal Impact:
Funding request is for $500,000.00 for project period October 1, 2019 to September 30, 2021 ($250,000.00/county fiscal year). A match is required and estimated at $1,951,370.00 over the two-year project period ($965,570.00 for FY20 and $985,800.00 for FY21). The grant is on a reimbursement basis. The source of the estimated total project costs of $2,451,370.00 is the Public Works, Division of Environmental Management’s Air Quality operating budgets for FY 20 and FY21.
Delegated Authority:
Authority for the Department Director to approve this grant application in the amount of $500,000.00 over a two year period is authorized via delegation of authority approved by the County Administrator on March 28, 2016.
