Recommended Action
Approval of the federally funded sub-award and grant agreement with the State of Florida, Division of Emergency Management (FDEM) for reimbursement through the Federal Emergency Management Agency (FEMA) for public safety costs related to the response to Hurricane Nicole.
• Execution of this grant funding agreement with the FDEM is necessary to appropriate funding for eligible disaster relief costs.
• As of December 31st, 2022, the County had expended approximately $31,887.20 on Hurricane Nicole emergency response. All funds apply to Fiscal Year 2023.
• The County will leverage FEMA for reimbursement of emergency response activities.
• No other Board actions have taken place related to this item.

Background Information:
In November 2022, Hurricane Nicole made landfall in eastern Florida. While Pinellas County was not directly hit by this storm, the County incurred costs preparing for the potential impact from the event. As a result, Pinellas County submitted a Request for Public Assistance to the State of Florida and FEMA for reimbursement of disaster-related costs.
FEMA’s Public Assistance program is a federal grant to aid state and local governments in returning a disaster area to pre‐disaster conditions and for reimbursing eligible emergency protective measures and debris clearance activities. For this disaster, FEMA is reimbursing emergency protective measures at a 75% federal cost share, with an additional 12.5% being provided by the State of Florida.
Hurricane Nicole was declared a Statewide emergency on November 10th, 2022.
Fiscal Impact:
An estimated $31,887.20 has been identified as damages with the State and FEMA. The actual dollar amount will be determined upon review and approval of eligible storm costs by FEMA. The County can anticipate reimbursement of 75% from the federal government and an additional 12.5% from the State of Florida. Based on the current cost calculations this would result in $27,901.30 in reimbursement out of $31,887.20 in costs.
Impacted Funds: General ($10,702.49), Water Revenue and Operating ($1,729.69), and Sewer Revenue and Operating ($19,455.02).
To date, the County has not received any reimbursement for these damages.
