Approval and execution by the County Administrator of the First Amendment to the Specific Performance Agreement (Agreement) with Lealman and Asian Neighborhood Family Center (LANFC) for Community Development Block Grant (CDBG) funded facility improvements.
• This Amendment extends the term of the Agreement three (3) months to December 31, 2021, providing additional time for completion of improvements at LANFC which include the installation of new grass turf and sprinkler systems for the outdoor recreational areas at the facility.
• Due to difficulties securing a contractor for the project, the agency is requesting the extension.
• LANFC provides services to approximately 100 low- and moderate-income East Lealman residents.

Summary:
This First Amendment to the Agreement will provide additional time for the agency to secure a contractor to complete the project, by extending the term three (3) months from September 30, 2021 to December 31, 2021.
The original Agreement requires that performance under the Agreement be completed by September 30, 2021. The project has experienced commencement delays due to the inability to secure a contractor. LANFC is unable to complete the project on or before the expiration date. It is necessary to extend the term of the Agreement three (3) months, to December 31, 2021.
This Amendment will have no fiscal impact. The total CDBG investment for this project is not to exceed $10,000.00.
Background/Explanation:
On July 21, 2020, the Board executed Resolution 20-69, which approved the 2020-2021 Action Plan. One of the projects to be carried out under the County’s 2020-2021 Action Plan is the Lealman and Neighborhood Family Center Rehabilitation Project, benefitting approximately 100 low- and moderate-income East Lealman residents.
On November 23, 2020, the County Administrator executed Agreement CD20LANFC, effective October 1, 2020 through September 30, 2021.
Fiscal Impact:
There is no fiscal impact. The total amount of funding for this project is not to exceed $10,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY21 Adopted Budget for CDBG funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62(a)(1) and Resolution No. 20-69.
