Approval and execution by the County Administrator of the Letter of Agreement with the Florida Association of Community Health Centers (FACHC) to accept $75,470 in State funding to increase the provision of health services to the uninsured, and underinsured clients of the Health Care for the Homeless (HCH) program through June 30, 2017.

Summary:
The HCH program will utilize these funds to increase health services for the uninsured, and underinsured clients served by the Mobile Medical Unit and Bayside Health Clinic.
Background/Explanation:
Per the General Appropriations Act of State Fiscal Year 2016-2017, passed by the 2016 Florida Legislature, FACHC has established a disbursement schedule to disperse to the FQHCs a total of $9,000,000, of which $433,061 will be retained and disbursed by the Florida Department of Health to the County Health Department FQHCs.
The FACHC and the FQHC have agreed that these funds will be used to increase the provision of health services for the uninsured, and underinsured clients of the Health Care for the Homeless program. The increased provision of health services will be accomplished through any of the following efforts: increase the number of access points for patient services; increase the number of clinical providers; developing an ER Diversion program to offset non-essential hospital ER visits, increase hours and operational efficiencies to improve primary care services, and/or increase efforts in disease management services.
Fiscal Impact:
The Letter of Agreement provides three installment payments not to exceed $75,470 for services rendered through June 30, 2017. The first installment is in the amount of $37,735, the second and third installments in the amount of $18,868 each.
This additional funding and the associated increased level of service were not anticipated and, therefore, not included in the FY17 adopted budget for the Human Services Department. If necessary, a budget resolution will be brought forward for consideration.
