Approval of a resolution to declare a County-owned parcel of land in Hillsborough County as surplus, approving and authorizing the Board Chairman to execute a Real Property Donation Agreement and County Deed to convey the parcel to Hillsborough County, and authorizing County staff to handle the closing.
• Hillsborough County Parcel ID: U-06-27-17-001-000000-00000.3 (approximately 1.18 acre), located near Huckavalle Road, Odessa, Hillsborough County, Florida.
• Parcel is vacant land abutting Lake Dan.
• This request will reduce Pinellas County Utilities’ (PCU) obligation to pay property taxes to Hillsborough County for an annual estimated savings of $1,283.30. The taxes are budgeted for in the Fiscal Year (FY) 2026 Budget of PCU in the Water Revenue and Operating Fund, however, this reduction was not. This will create a lapse in FY26 for PCU.Body

Background Information:
The parcel was used as a water level data collection point in Lake Dan in the early 1990’s. Once operation of the wellfield was transferred to Tampa Bay Water, Utilities no longer needed this parcel. Hillsborough County plans to use the parcel in conjunction with the Environmental Lands Acquisition and Protection Program (ELAPP), which is a vital component to Hillsborough County’s environmental conservation strategy to preserve land from development and to protect wildlife in the vicinity of Lake Dan and the Eldridge-Wilde wellfield. No other County departments raised objections to declaring the parcel as surplus.
Fiscal Impact:
