• This contract consists of various types of projects including rehabilitation of countywide boardwalks/dune walkovers, fishing piers, and observation towers. Projects are defined from previous work requests and on-site condition inspection in order to keep the infrastructure in good repair.
• A total of three bids were submitted. The lowest responsive and responsible bid of $5,914,075.50 was received from Bayshore Construction, Inc.
• All work will be completed within 1,095 consecutive calendar days.
• There are two CIP projects supporting this agreement, both funded through the Penny for Pinellas.
• The Small Business Enterprise commitment is 10% for this contract.
Contract No. 22-0143-CP-MJ in the amount of $5,914,075.50 for 1095 calendar day term on the basis of being the lowest, responsive, responsible bid received meeting specifications; Authorize the Chair to sign and the Clerk of the Circuit Court to attest.

The proposed improvements consist of the removal and replacement of decking, handrail, stringers, joists, and wooden piles at various countywide park locations as directed in the location plans following construction details included in the Countywide Annual Boardwalk, Fishing Pier, and Observation Tower Improvements plan set. The project will increase public safety by updating existing construction to current standards and codes as well as extending the existing facilities’ lifecycle by replacing aging materials.

Background Information:
The Pinellas County Public Works and Parks and Conservation Resources departments identified the need for countywide boardwalks/dune walkovers, fishing piers, and observation towers improvements. Project limits were defined from previous work requests and on-site field inspections. Several areas of severe decay were observed, and opportunities to minimize maintenance costs and increase structure life expectancy were found at other locations.
A total of three bids were submitted. The lowest responsive, responsible bid of $5,914,075.50 received from Bayshore Construction, Inc.

Not to exceed total: $5,914,075.50 for 1,095-day term.
This contract is comprised of two Capital Improvement Program projects, 004452A Brooker Creek Rehab and 004172A Countywide Boardwalks and Trail. Both projects are included in the Approved FY22-FY27 Capital Improvement Program, Culture and Recreation function, funded by Penny for Pinellas Local Option Infrastructure Sales Surtax. There is sufficient funding to move forward with this contract.
