Approval of the First Amendment Term Extension with Trane US Inc. for Central Energy Plant (CEP) maintenance and services.
• This contract provides operational and maintenance support for the County’s CEP, which provides chilled water and air conditioning services to multiple County facilities in the downtown Clearwater area.
• This First Amendment exercises all three available twelve-month renewal options per the terms of the original contract approved by the Board of County Commissioners (BCC), extending the agreement through September 6, 2029, and increasing the contract by $912,540.00.
• Of the amendment amount, $762,540.00 supports scheduled preventive maintenance services over the three-year extension period and $150,000.00 provides estimated contract capacity for miscellaneous repairs and supplemental services outside the preventive maintenance scope.
• The preventive maintenance component reflects an increase of approximately $102,296.00 compared to the prior three-year maintenance term, while the additional repair capacity supports anticipated operational needs and will be utilized only as required.
• Funding for this agreement is included within the Fiscal Year (FY) 2026 Operating Budget for Construction and Property Management. Funding for this agreement is included within the FY27 Operating Budget request as well. Funding for future years is dependent on approval in the annual County operating budget.
The proposed First Amendment will increase Contract No. 23-0573-N by $912,540.00 for a revised total not-to-exceed amount of $1,672,784.00 through September 6, 2029; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

While the amendment increases the contract’s overall not-to-exceed amount, the actual increase in preventive maintenance pricing is approximately $102,296.00 over the previous three-year maintenance term. The remaining increase provides estimated repair capacity for unforeseen operational needs and will only be utilized if repair services become necessary.

The CEP is a centralized chilled water system that supports multiple County facilities through shared infrastructure designed to improve energy efficiency, reduce lifecycle costs, and support long-term facility operations.
Trane U.S. Inc., as the Original Equipment Manufacturer (OEM), possesses the specialized technical expertise, proprietary system knowledge, and diagnostic capabilities necessary to maintain and monitor CEP operations. Continued OEM support minimizes operational risk and helps ensure uninterrupted system performance.
Without continuation of these services, the County could experience increased risk of equipment degradation, unplanned downtime, and higher repair costs that could affect multiple facilities simultaneously.

The amendment amount consists of two separate funding components. The proposed preventive maintenance amount of $762,540.00 represents an increase of approximately $102,296.00 compared to the previous three-year preventive maintenance amount of $660,244.00.
The remaining $150,000.00 provides estimated contract capacity for miscellaneous repairs and supplemental work outside the preventive maintenance scope. These funds are not part of the scheduled maintenance program and will only be utilized as operational needs arise.
Funding for preventive maintenance services and repair activities is budgeted separately within CPM operating accounts. Preventive maintenance funding for FY27 is included within the adopted operating budget, while repair expenditures will be funded through applicable repair and operational accounts as necessary.
Funding for the agreement is included in FY26 and FY27 Operating Budgets for Construction and Property Management. A total of $244,500.00 was confirmed by the Office of Management and Budget in FY26 Operating Budget. As of May 2026, the proposed budget includes $235,100.00 for CEP maintenance and monitoring. Funding for future years is dependent on approval in the annual County Operating Budget.
