Approval and execution by the County Administrator of the Community Development Block Grant (CDBG) Program Subaward Land Use Restriction and Subrecipient Agreement (Agreement) with PARC Housing II, Inc. (PARC), for CDBG funded facility improvements at Burkett Villas Group Home.
• This Agreement, CD24PARCBV2, provides CDBG funding, not to exceed $88,791.00, for costs associated with the purchase and installation of a generator and a concrete generator pad at PARC’s Burkett Villas Group Home.
• The Agreement is effective for six (6) months, from January 1, 2026, to June 30, 2026. Use of the property is restricted to providing services to low-and moderate-income adults with intellectual and developmental disabilities until July 1, 2033.
• PARC’s Burkett Villas Group Home, located at 5353 - 31st Street North, St. Petersburg, Florida 33714, benefits approximately 15 individuals with intellectual and developmental disabilities.
• This Agreement replaces Agreement CD24PARCBV, as amended, which expired on December 31, 2025, before PARC could start and complete the project.
• The County received $2,338,964.00 in CDBG funds to improve neighborhoods, provide decent housing, and create new economic opportunities, with a special focus on serving low- and moderate-income persons.
• Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 24-46
• Funding for this agreement is included in the County’s Fiscal Year 2026 (FY26) Adopted Budget for CDBG funds within Housing and Community DevelopmentBody

Summary:
At the July 30, 2024, Board of County Commissioners (Board) meeting, the Board approved agenda item #43 (Granicus #24-1067A), Resolution No. 24-46, approving the Fiscal Year 2024 (FY24) Annual Action Plan. Included as an attachment in the approved Action Plan is the FY24 Funding Recommendations table, which identifies each specific project, subrecipient, and funding award amount.
One of the projects approved by the Board to be carried out under the County’s Annual Action Plan for FY24 was funding for PARC’s Burkett Villas Group Home facility improvements. This Agreement will provide funding for costs associated with the purchase and installation of a generator and a concrete generator pad at PARC’s Burkett Villas Group Home, located at 5353 - 31st Street North, St. Petersburg, Florida 33714.
The Agreement, CD24PARCBV2, is effective for six (6) months, from January 1, 2026, to June 30, 2026. Use of the property is restricted to providing services to low-and moderate-income adults with intellectual and developmental disabilities through July 1, 2033.
This Agreement will replace the original funding agreement, CD24PARCBV, executed by the County Administrator on December 11, 2024, which provided $88,791.00 in CDBG funding to PARC for the rehabilitation project.
Background/Explanation:
On December 11, 2024, the County executed CDBG Agreement CD24PARCBV, to provide $88,791.00 in CDBG funding to PARC for the installation of a generator and concrete generator pad at PARC’s Burkett Villas Group Home. Due to delays in obtaining project materials and in the permitting process, the project was delayed.
On August 6, 2025, the First Amendment to CD24PARCBV extended the term of the Agreement three (3) months to December 31, 2025, and extended the term of the Restricted Period three (3) months to January 1, 2033.
The project continued to experience delays, and Agreement CD24PACBV, as amended, expired before PARC could start and complete the project.
Fiscal Impact:
The total amount of funding for this Agreement is not to exceed $88,791.00 during the term of the Agreement. Funding for this Agreement is included in the County’s Fiscal Year 2026 (FY26) Adopted Budget for CDBG funds within HCD.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1) and Resolution No. 24-46.
