Approval of the Joint Project Agreement with the City of Belleair Bluffs (City) for the construction and relocation of County water distribution mains and gravity sewer mains in conjunction with City proposed roadway construction and drainage system improvements along Dolphin Drive from Mehlenbacher Road to South Winds Drive (Project).

 

                     Existing County water distribution mains, and gravity sewer mains including appurtenances, must be replaced or realigned to accommodate the proposed Project improvements made by the City.

                     The City’s construction contractor will provide construction services to include County’s utility relocation and replacement and any miscellaneous incidental construction, as part of the City’s project.

                     Use of the City’s construction contractor is cost effective, time efficient and provides the least disruption for residents.

 

County PID No.004450A; Estimated total cost to the County for utility work is $286,000.00. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The City will be constructing roadway and drainage system improvements along Dolphin Drive, from Mehlenbacher Road to South Winds Drive.  As part of the improvements, existing County water distribution mains and gravity sewer mains will be replaced or relocated to accommodate the proposed Project improvements.

The County is required to relocate or replace all utilities in conflict with the City’s proposed project area.  Utilizing the City’s construction contractor will limit disruption to area residents resulting in project efficiencies for all stakeholders.

The attached JPA also provides the funding mechanism for the County to pay the City in advance of commencement of project construction activity, and further identifies both County and City responsibility throughout project duration.

Background Information:

The City’s contractor shall relocate and/or replace approximately 600 linear feet of the County’s existing 6-inch water distribution mains, approximately 100 linear feet of 8-inch gravity sewer mains, water and sewer service connections, fire hydrants, water meters
and appurtenances, found to be in conflict with the proposed roadway construction and drainage system improvements within the City’s project area

The City’s contractor for construction is in place. Construction is expected to begin in May or June 2020.

 

Fiscal Impact:

The County agrees to pay a not to exceed amount of $286,000.00 to the City for 100% construction services for the project, including an additional ten percent (10%) cost of $26,000.00 for miscellaneous administrative fees.

 

This project was not included in the FY20 Adopted CIP Budget. It was approved through the off-budget cycle project request process. If sufficient lapse does not exist among other projects within the Water and Sewer Renewal and Replacement Funds, a budget amendment from reserves could be necessary.
