Approval of the award of Bid No. 190-0186-CP (PLU) to Tamco Electric, Inc. (Tamco) for repairs, electrical-industrial equipment and related services for the Utilities Department.

 

                     This contract is for electrical testing, maintenance and repair services critical to County water and wastewater system operations and facilities, on an as needed basis.

                     One responsive, responsible bid was received by Tamco in an estimated amount of $916,404.00 for a three-year term.

                     The contract has provision for a one 2-year extension with approval by the County Administrator.

                     Other potential bidders/contractors indicated they did not bid because they cannot commit to a three-year contract without a guaranteed volume of work.

                     Tamco is certified as a County Small Business Enterprise.

 

Bid No. 190-0186-CP(PLU); in the amount of $916,404.00 for a three-year term based on being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The purpose of this contract is to provide electrical repairs for various facilities and industrial equipment that are critical to County water and wastewater system operations. This new contract also provides for the repair and purchase of new motors as needed by the Utilities Department. 

Since only one (1) bid was received, staff performed follow-up research to determine the reason.  Multiple contractors stated market conditions were not conducive to commit to a three-year contract is on “an as needed basis.”

Background Information:

On January 30, 2020, the Purchasing and Risk Management Division, on behalf of the Utilities Department, released an invitation to bid with the intent to establish a contract for electrical repairs for various facilities and industrial equipment that are critical to County water and wastewater system operations.

This contract replaces a current contract that will terminate on April 18, 2020.

 

Fiscal Impact:

Three year expenditure not to exceed:                               $916,404.00

 

Funding is derived from the Water and Sewer Fund Revenue and operating budgets.
