Summary:
Pinellas County is seeking Substance Abuse and Mental Health Services Administration grant funds in the amount of $2,000,000.00 ($400,000.00 per year for up to five years) to enhance treatment and support services for individuals involved in the criminal justice system who have substance abuse issues.
The County will partner with the Sixth Judicial Circuit Court and WestCare to increase capacity of the adult drug treatment program to provide substance use services with a neurotrauma component, along with other recovery, wraparound, and supportive services.
Background/Explanation:
Established in 2001, the Sixth Judicial Circuit’s Adult Drug Court of Pinellas County assists nonviolent offenders in achieving successful rehabilitation from the use of drugs and/or alcohol. The program is an eighteen (18) to twenty-four (24) month, court-supervised, comprehensive treatment program for non-violent felony offenders. The program operates in accordance with Chapter 65D-30, Florida Administrative Code, known as the Substance Abuse Standards.
Fiscal Impact:
Funding in an amount not to exceed $2,000,000.00 over a five-year period ($400,000.00 per year) will be provided by the US Department of Health and Human Services, Substance Abuse and Mental Health Services Administration FY24 Grants to Expand Substance Use Disorder Treatment Capacity in Adult and Family Treatment Drug Courts.

Authority for the Department Director to sign this grant application was delegated by the County Administrator per the memo dated March 28, 2016 titled “Delegation of Authority by the County Administrator and Improved Grant Procedures.”
