Summary:
Modification No. 2 in the amount of $125,00.00 for Fiscal Year 2025.
Action increases USEPA cost-share thirty percent (30%) of all approved budget period costs incurred, not to exceed total federal grant funding from $230,089.00 to $355,089.00 for Fiscal Year 2025.
The Agreement provides additional federal funding in the amount of $125,000 for Fiscal Year (FY) 2025 with a required County match of $829,290.00. Estimated total project cost for the two-year project period is $2,496,266.00 (1st Year FY 2025 - $1,184,700.00 with requested $355,410.00 federal funds and $829,290.00 match; 2nd year FY 2026 - $1,311,566.00 with requested $393,470.00 federal funds and $918,096.00 match). The Board of County Commissioners approved the Total Approved Assistance Amount of $748,880 (per Agreement Table A) on July 22, 2025. Each award requires EPA to cost-share 30.00% of all approved budget period costs incurred, up to the Total Approved Assistance Amount. Funding assists in planning, developing, establishing, improving, and maintaining adequate programs for prevention and control of air pollution.
Background/Explanation:
County’s Air Program is recognized by the USEPA and the Florida Department of Environmental Protection (FDEP) as an approved local air pollution control program eligible to receive federal grant funding from the USEPA. The County has authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.
Fiscal Impact:
Modification No .2 provides additional federal funding in the amount of $125,000 for FY 2025. USEPA agrees to reimburse County up to thirty percent (30%) of all approved costs incurred for this Budget Period, up to and not exceeding the total federal funding amount of $355,410.00. A County match is required and estimated at $829,290.00 for the first project year. County funding for project is included and consistent with Public Works Environmental Management Division FY 2025 Adopted Budget for a total project amount of $1,184,700.00 for FY 2025.
The general fund contribution is fully reimbursed through federal funding and local air program revenue funds. Local air program revenue funds include air tag fees, compliance and asbestos fees, and Air Pollution Recovery Trust funds.
Funding for the grant is included in the current year budget of Public Works in the General Fund.
