Approval by the Department Director of the grant application and execution by the County Administrator of the grant application related documents for the Fiscal Year 2023 Treatment for Individuals Experiencing Homelessness grant application.

                     The County is seeking $2,499,995.00 for up to five years ($499,999.00/year) to increase capacity of services, including case management, recovery support services, evidence based mental health and substance abuse treatment services, and/or housing navigation to individuals who have, or are currently or are at-risk of experiencing homelessness, and have serious mental illness, substance abuse disorder (SUD) (SUD, serious emotional disturbance), and/or co-occurring disorder).

                     The County will partner with the Pinellas County Sheriff’s Office - Pinellas Safe Harbor, Boley Centers, and Personal Enrichment through mental health services.

                     If awarded, the project will begin 09/30/2023 and conclude 9/29/2028.

Summary:

Pinellas County is requesting SAMHSA grant funds in the amount of $2,499,995 ($499,999 per year for up to five years) to increase capacity of services, including case management, recovery support services, evidence based mental health and substance abuse treatment services, and/or housing navigation to individuals who have, or are currently or are at-risk of experiencing homelessness, and have serious mental illness (SMI), substance abuse disorder (SUD, serious emotional disturbance (SED), and/or co-occurring disorder (COD).

The County will partner with three (3) organizations including a homeless emergency shelter and behavioral health treatment providers. These providers offer vast experience engaging with individuals experiencing homelessness, connecting individuals to behavioral health treatment, and assisting clients’ entry to housing including permanent supportive housing. 

The population of focus is primarily male/female adults who are or have experienced homelessness in Pinellas County, Florida, who have a serious mental illness (SMI), serious emotional disturbance (SED), and/or a co-occurring disorder (COD).  The County is seeking to focus on the population entering the County’s largest jail diversion emergency homeless shelter, Pinellas Safe Harbor.

 

Background/Explanation:

The homeless population suffers a variety of ailments and health risks at rates consistently higher, and in some cases dramatically higher, than the housed. The Point In Time study for Pinellas County showed 18.3% of the respondents reported a Substance Use Disorder, and 23.0% reported having a serious mental health issue. Pinellas Safe Harbor serves, on average, 1,385 unique individuals quarterly where 28% self-report having mental illness as a primary need and 14.5% self-report having both alcohol and drug use as a primary need.

 

Fiscal Impact:

Funding in an amount not to exceed $2,499,995.00 over a five-year period ($499,999.00 per year) will be provided by the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration FY23 Treatment for Individuals Experiencing Homelessness program. There is no Match requirement.

 

Delegated Authority:

Authority for the Department Director to sign this grant application was delegated by the County Administrator per the memo dated March 28, 2016 titled “Delegation of Authority by the County Administrator and Improved Grant Procedures.”

 

Authority for the County Administrator to sign grant application documents is granted under (Code Section 2-62 (a)(1)).
