Approval of the award of bid and agreement with Gibbs & Register, Inc. for Pinellas Trail South Gap-126th Avenue to Ulmerton Road.

 

                     The Proposed Pinellas Trail South Gap-126th Avenue North to Ulmerton Road will construct one of the last sections on the Pinellas Trail Loop.

                     A total of four bids were submitted with award recommendation to Gibbs & Register, Inc. as the lowest responsive responsible bidder in the amount of $3,496,707.00. All work is to be completed within 300 consecutive calendar days.

                     There are no mandatory small business enterprise commitments included with this award, as this is a State funded contract that does not allow local preference.

                     This project is 100% funded by the Florida Department of Transportation (FDOT) through the Florida Shared Use Nonmotorized Trail Network Program. Funding for this project is shown in the Capital Improvement Program under the Transportation Function Project 003883A Pinellas Trail South Gap-126th Avenue North to Ulmerton Road.

                     FDOT has provided additional funding through a revised funding agreement.  The revised agreement is being prepared for approval by the Board of County Commissioners (BCC) and will be presented to the BCC at an upcoming meeting.

 

Contract No. 24-0811-ITB-C in the not to exceed amount of $3,496,707.00 with all work to be completed within 300 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The Proposed Pinellas Trail South Gap-126th Avenue North to Ulmerton Road will construct one of the last sections on the Pinellas Trail Loop. This section of the trail will occupy a portion of the Duke Energy easement before continuing along the south side of Ulmerton Road and connect to the existing trail segment under Ulmerton Road.  The segment of trail from Ulmerton Road to Haines Bayshore Road is currently in design.

Background Information:

The Pinellas Trail is planned to be a complete loop around the County. This segment from 126th Avenue N to Ulmerton Road is a 0.82-mile section and is the first of the Pinellas Trail South Gap to be constructed. The next segment to be constructed will be from Ulmerton Road to Haines Bayshore Road. These two sections will complete the eastern side of the Pinellas Trail to 126th Avenue N leaving only the segments from 126th Avenue to Roosevelt Boulevard and from Gandy Boulevard to the North Bay Trail in St. Petersburg. A State of Florida Grant will fully fund this project. The last segment from Ulmerton Road to Haines Bayshore Road is also funded by a State of Florida Grant and is scheduled for construction in 2026.

The Purchasing Division issued an invitation to bid on July 3, 2024. Four submittals were received with award recommendation to Gibbs & Register, Inc. as the lowest responsive responsible bidder in the amount of $3,496,707.00

 

Fiscal Impact:

Funding is budgeted in the Capital Improvement Program under the Transportation Fund under the Pinellas Trail South Gap - 126th Ave N to Ulmerton Rd Project 003883A and is funded by a state grant.
