Approval by the County Administrator of the purchase authorization and execution of the participation addenda with DLT Solutions, LLC (DLT), as requested by the Business Technology Services (BTS) department for Amazon Web Services (AWS) Cloud Solution services.
• This purchase authorization provides an on-demand cloud computing platform to the County in support of BTS and customer funded initiatives.
• The contract provides a mechanism to BTS to provide a disaster recovery environment in the AWS cloud and utilize AWS backup tools and services.
• Pricing and scope of services per State of Florida contract 43230000-NASPO-16-ACS; expiration date September 30, 2026.
• This Purchase authorization is requested through the term of September 30, 2026.

Summary:
This purchase authorization will provide BTS with a mechanism to continue to build and support a disaster recovery environment in the AWS cloud and utilize AWS backup tools and services for business continuity. Pricing, terms, and conditions are per State of Florida Contract No. 432300-NASPO-16-ACS effective through September 30, 2026.
Background/Explanation:
The State of Utah, acting by and through the National Association of State Procurement Officials (NASPO) ValuePoint, competitively procured and awarded a Request for Proposal resulting in Master Agreement No. AR2480. The State of Florida, through participating addenda has adopted the contract providing State agencies and political subdivisions the opportunity to access Cloud Solutions Services per State of Florida Contract No. 43230000-NASPO-16-ACS, effective through September 30, 2026.
In 2018, BTS entered into a similar agreement with DLT Solutions, LLC to provide these same services. That agreement was effective through September 30, 2020 but was subsequently extended by six months to allow additional time to negotiate revised terms and conditions.
2018 Agreement’s estimated annual expenditure not-to-exceed: $300,000.00
Fiscal Impact:
Total estimated 5-year expenditure not-to-exceed: $1,550,000.00
Funding is derived from the BTS Infrastructure Operating Budget and is included in the FY21 Adopted Budget.

Authority for the County Administrator to approve this purchase authorization is granted under Code Section 2-185(a).
