• This project was for sidewalk improvements consisting of ADA (Americans with Disabilities Act) on both sides of Hercules Avenue North, new pedestrian bridge, concrete box culvert extension, and drainage and intersection improvements from Sherwood Street to Sunset Point Road in Clearwater.
• Change Order No. 1 (final) decreases the contract amount by ($131,223.71) resulting from the difference between original estimated and final quantities used and the balance of unspecified work not used - all attributed to the City of Clearwater’s portion of utility replacement work via a Joint Project Agreement (JPA).
• The project also required a 130-day extension due to unforeseen field conditions beyond the contractor’s control, for a revised total contract duration of 495 consecutive calendar days
• This project was awarded by the Board of County Commissioners (Board) on April 7, 2020 in the amount of $2,742,317.04 with substantial completion achieved on July 26, 2021

Summary:
The purpose of this contract was for sidewalk improvements on Hercules Avenue North consisting of constructing ADA compliant sidewalks on both sides of Hercules Avenue North, piping existing ditches, pedestrian bridge, concrete box culvert extension, drainage, and intersection improvements from Sherwood Street to Sunset Point Road. The upgrades at the intersection of Hercules Avenue North and Calumet Street included traffic mast arms, pedestrian signals, crosswalks, and sidewalk ramps.
The City of Clearwater entered into a JPA with the County for the purpose of the County’s contractor performing the City’s utility replacement work as part of this contract. The City’s utility work consisted of the replacement of a twelve-inch (12") water main, eight-inch (8") water main, and eight-inch (8") gravity sanitary sewer pipe and associated manholes that were in conflict with the County’s project. The City’s portion of work came in less than originally anticipated via the JPA with the County in which funds will be returned to the City.
Background/Explanation:
The Board awarded the contract to Kamminga and Roodvoets, Inc. on April 7, 2020 in the amount of $2,742,317.04. The project was substantially complete on July 26, 2021, with final completion achieved on October 20, 2021. Final inspection for all work performed under the contract was conducted by representatives of the Public Works Construction Management Division. The project required a 130-day extension due to unforeseen field conditions - liquidated damages are not assessed.
Public Works identified a need for sidewalk improvements during the Hercules Avenue North Phase I (CSXT tracks to Sherwood Street) construction, which was completed in 2017. Phase II, from Sherwood Street to Sunset Point Road, includes sidewalk improvements along the north and south sides of Hercules Avenue North providing continuous connectivity and a safe walking environment compliant with current standards and ADA requirements. The intersection upgrades will improve safety, provide operational improvements, reduce the frequency of crashes, and provide pedestrian and bicyclist features. The overall project provides increased multimodal safety to motorists, pedestrians, and bicyclists.
