Approval and execution by the County Administrator of Change Order No. 1 (Final) for Bridgeway Acres Class I Landfill Ditch Slope Rehabilitation Project

                     The purpose of this project was to reconstruct ditch slopes and reinstall the high-density polyethylene (HDPE) pipe liner to address slope failures.

                     Change Order No. 1 (Final) decreases the agreement by $183,095.33.

                     Final pay quantities have been computed for the project and are adjusted to reflect the difference between estimated and final quantities and balance of unspecified work not used.

                     This contract was approved by the Board of County Commissioners on May 11, 2021, in the amount of $1,348,200.00.

 

Contract No. 21-0177-CP(PLU) decreases the agreement by $183,095.33 for a Final Revised Agreement amount of $1,165,104.67.

Summary:

The project was substantially complete on March 25, 2022, and obtained final completion on May 11, 2022. Final inspections of the project, for all work performed under the contract, were conducted by representatives of the Public Works Construction Management Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items, final testing, project acceptance, Engineer of Record (EOR) final acceptance and
approval, final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice. Final quantities have been tabulated resulting in a net decrease of ($183,095.33). This is the difference between estimated and final quantities and balance of unspecified work not used.

 

Background/Explanation:

The Bridgeway Acres Landfill is surrounded by a slurry wall, which is keyed into the confining clay layer. This ditch slope with the HDPE liner was constructed in 2012 and suffered through many heavy rain events. In 2017, the bank slope experienced slope failure underneath the line. While multiple repairs were made to this section of the ditch bank by removing the liner on the side slope, replacing and compacting common fill in the side slopes and reinstalling the liner, the slope failure continued to occur. The need to repair the HDPE liner and slope stability was identified after extensive research and investigation of the cause.

This project is funded by the Solid Waste Renewal and Replacement Fund and is in the Capital Improvement Program Six-Year Plan under the Physical Environment Function, Site Operational Program, Project 000752B Bridgeway Acres Class 1 Landfill Ditch Slope Reconstruction.

 

Delegated Authority:

Authority for the County Administrator to execute this Change Order No. 1 (Final) is granted under Code Section 2-62(a)(3).
