Recommended Action

Approval and execution by the County Administrator of Change Order 1 (final) to Ajax Paving Industries, LLC for the American Rescue Plan Act (ARPA) paving and local roads contract.

 

                     This contract was awarded by the Board of County Commissioners on June 13, 2023, in the amount of $5,285,665.00.  This final change order reduces the contract value $954,290.34 for a total agreement amount of $4,331,374.66 due to reduction of actual quantities utilized compared to quantities specified.

                     The original agreement was for an ARPA paving and local roads work order contract that consisted of milling and resurfacing, pavement marking, and traffic control required to complete various local group projects.

                     This contract was used for ARPA qualifying projects in Lealman, Highpoint, and Ridgecrest, and was also used to complete the non-ARPA Drew Street Resurfacing Project PID 004605A.

                     The project was substantially complete on September 18, 2024, and obtained final completion on December 3, 2024. All work has been completed in accordance with the construction contract documents.

                     Funding is budgeted under the following ARPA projects: Local Group-Taylor Lake, Ridgecrest, Oak Village Subdivisions Project 006020A, Local Group-Martin Terrace Project 006021A, Local Group-Gulf Terrace and Rainbow Village Subdivisions Project 006022A, Local Group-Sunny Lawn Estates & Adjacent Subdivisions Project 006027A, and Local Group-Various High Point Subdivision Project 006029A, funded by the American Rescue Plan Act (ARPA). Funding is also budgeted under the Drew Street Project 004605A (subproject of the Road & Resurfacing Program Project 004192A), funded by the Penny for Pinellas.

Summary:

The project was substantially complete on September 18, 2024 and obtained final completion on December 3, 2024. Final inspections of the project for all work performed under the contract were conducted by representatives of the Construction Management Division, EOR, Public Works Transportation and Stormwater Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders and the completion of punch list items.

Subsequent to Final Completion, staff processed closeout documents, and receipt of final invoice. Final quantities have been tabulated resulting in a net decrease of $954,290.34. This is the difference between estimated and final quantities.

 

Background/Explanation:

As part of the County’s Annual Pavement Preservation Program, work order contracts are regularly used to complete the large amount of milling and resurfacing projects required to ensure an acceptable level of service for the residents of Pinellas County. This contract is typical of those used to complete the scheduled projects in the annual program and it will be used to execute the resurfacing projects identified in the Lealman, Highpoint, and Ridgecrest communities. These projects were identified primarily by socioeconomic statistics for the areas they in which they are located as defined in the ARPA, and secondarily by the low Pavement Condition Index (PCI) numbers which is the most definitive metric used to develop the annual pavement preservation program.

Funding is budgeted under the following ARPA projects: Local Group-Taylor Lake, Ridgecrest, Oak Village Subdivisions Project 006020A, Local Group-Martin Terrace Project 006021A, Local Group-Gulf Terrace and Rainbow Village Subdivisions Project 006022A, Local Group-Sunny Lawn Estates & Adjacent Subdivisions Project 006027A, and Local Group-Various High Point Subdivision Project 006029A, funded by the American Rescue Plan Act (ARPA). Delegated Authority:

Authority for the County Administrator to execute this Change Order No. 2 (final) is granted under Code Section 2-62(a)(3).
